It is not free. Seven categories of employees in this city can apply for free, and the application must be made by the employer. Security guards don't belong to category seven, so Wuhan security guards can't apply for health certificates for free. Wuhan, referred to as "Han" or "Jiangcheng" for short, is the capital of Hubei Province and the only sub-provincial city in six central provinces.
