Can I come back from low-risk areas across provinces without reporting? Is it an unannounced secret trip?
If you come back from a low-risk area in the province, you don't need isolation, nucleic acid testing or even reporting to the community. But if you come back from other provinces, you must report to the community, whether it is a low-risk area or a high-risk area. Otherwise, it is cover-up.

Article 30
