Through centralized control, the pollutant emission compliance rate of diesel trucks will be further improved, dust pollution caused by bulk material transport vehicles will be reduced, bulk material container transport or hard closed transport will be guided, imported traffic pollution will be controlled, the healthy development of green transportation will be promoted, the concentration of atmospheric pollutants will be effectively reduced, and the air quality of urban environment will be improved, so as to achieve the phased pollution control objectives of diesel trucks and bulk material transport vehicles proposed by the state and the province, promote normalization and long-term control, and provide strong support for fighting the tough battle of pollution prevention and winning the blue sky defense war. The relevant matters are hereby announced as follows:

Two, the full implementation of urban bus traffic optimization measures. Fourth, focus on controlling road dust. Strengthen the source loading control of bulk materials, intensify the remediation of dust pollution, and strengthen the maintenance and management of urban transit roads.

Taiyuan No.1 High School
From August 20 18, 20 15, heavy-duty diesel trucks and bulk material carriers passing through Taiyuan City are prohibited from entering the following areas all day:
S3 16 Provincial Highway (Taiyuan-Jinzhong Junction to Nange Village), north of Xiaoniu Line (Nange Village -G5 Jingkun Expressway), west of G5 Jingkun Expressway /G20 Yin Qing Expressway and G200 1 Taiyuan Ring Road,
G200 1 to the south of the northern section of Taiyuan Ring Expressway, G200 1 to the east of Taiyuan Ring Expressway, and to the west of the junction between Taiyuan and Jinzhong (excluding the above-mentioned boundary roads).
Heavy-duty diesel trucks and bulk material transport vehicles passing through Taiyuan can bypass the highways and roads allowed by the regional boundaries of the above areas (see the attached figure for the bypass scheme).

From 20 18, September, heavy diesel trucks and bulk material carriers passing through the urban areas of "three counties and one city" are prohibited from entering the following areas all day:
Qingxu: Provincial Highway S3 16 (excluding), G307 National Highway (including), Changsheng Road (excluding), Fengyi Street (including), Huanqing Street (including), Nanguan Street (including), Wen Yuan Road (including) and X237.

Loufan: the area enclosed by provincial road S2 17 (excluding), Jianhe No.1 Bridge (excluding), North Street (including) and Liuliugou Bridge (excluding).
Heavy-duty diesel trucks and bulk material carriers passing through the above areas can bypass the roads allowed by the regional boundaries.
Yangquan prohibits road restrictions.
South Outer Ring Street, National Highway 307 (Potou to Bai Quan), Baiyi Road (Bai Quan to Yijing Bridge), Yiping Road (Yijing Bridge to Pingding Dongsheng), 207 national highway (Shimi Bridge to Yijing Bridge), Provincial Highway 2 14 (Qiligou Invitation in Yuxian County) and Provincial Highway 3 14 (Liang Dong to Yuan in Yuxian County).
Scope and time of prohibition
1. The above roads are closed to all foreign transit freight vehicles for 24 hours.
2. In principle, large and medium-sized freight vehicles, bulk material transport vehicles and agricultural vehicles in this Municipality are not allowed to pass on prohibited roads. Freight vehicles with special transport needs shall be issued with supply and demand transport contracts or applications by resident enterprises, factories and mines, and driven according to the specified time, route and requirements after obtaining temporary pass documents by the public security traffic management department.
3. Optimize the traffic routes during the no-go period. Transit trucks can choose Yangquan West Ring Expressway, Taijiu Expressway, Wu Yang Expressway and Taiyang Expressway nearby.

Huancheng North Road (inclusive) runs from Zhaoming Line to the south of Yuguo Line; West of Huancheng East Road (inclusive); North of Huancheng South Road (inclusive); Huancheng West Road (including Jasmine Zhang Huandao to the east of Li Ming Sanchakou); Huitong North Road (including Yu Tai intersection) to the north of Li Ming Sanchakou.
Management and control measures
Heavy trucks and bulk material transport vehicles are prohibited from passing within the above control range for 24 hours.
Bypass route
1. Heavy trucks and bulk trucks in Taiyuan and Shouyang can bypass Beijing-Kunming Expressway or Xiaoxi Line (C25 1), Hanyu Line (X330), Mingdong Line (C270) and Zhaoming Line (Y005).
2. Heavy trucks and bulk carriers heading for Dong Heshun and Shouyang in urban areas can bypass Yuqi Expressway, Taichang Expressway and Jingkun Expressway.
