In order to do a good job in epidemic prevention and control, safeguard people's life safety and health, and promote economic and social development, relevant matters are hereby notified as follows in accordance with the requirements of the epidemic prevention and control headquarters of novel coronavirus, Ordos City:
1. From now on, the control measures of "14 days of centralized isolation +5 times of nucleic acid detection" will be implemented for those who come (return) to our flag with travel permits and are marked with * (except those involved in Article 7).
2. Except the persons involved in Article 1 of this circular, there are more than/kloc-0 cases of confirmed cases and asymptomatic infections in counties (cities, districts, banners, streets, towns and villages directly under the Central Government) within 14 days, but those who return to our flag in the middle and high risk areas are not delineated, so the control measures of "7 days of centralized isolation +7 days of home health monitoring" shall be implemented. People from other counties (cities, districts, banners, streets and towns of municipalities directly under the Central Government) in the same city who came back from our flag passed in an orderly manner with negative nucleic acid test certificates within 48 hours. After coming back, I will do nucleic acid testing twice every three days, and there will be no dinners and parties.
Three, the overall planning of low-risk cities to (back to) our flag personnel, with negative nucleic acid test certificate within 48 hours of orderly flow, after landing to do a nucleic acid test, before the test results come out, wait at home, reduce the flow.
4. For those who return to our flag from abroad after the first entry port is released from centralized isolation 14 days, they must report to the local Gacha village (community) in advance and implement the control measures of "centralized isolation for 7 days+home health monitoring for 7 days". After centralized isolation, a nucleic acid test was conducted on the second and seventh days, and the last nucleic acid test was conducted by collecting nasopharyngeal swabs. After the expiration of centralized isolation, continue to carry out home health monitoring for 7 days, and conduct a nucleic acid test on the last day, and do not participate in gathering activities.
Five, people outside the city (including those returning from our city) through the railway station, bus station, highway bayonet into our flag. And carry out free "landing inspection" for nucleic acid detection, and must register and declare through "Ordos Health Treasure", report to the community (Gacha Village) or unit, hotel (restaurant) three days in advance, and do not participate in gatherings such as dinners and parties within seven days after arriving in our flag.
Six, from now on, the whole flag will implement free nucleic acid testing once a week for all staff (the testing cycle of the examinees is still carried out according to the original requirements), and the Health and Health Commission will add nucleic acid sampling points in accordance with the principle of "optimization, proximity, convenience and quick mining". From May 27th, 2022, Party and government organs at all levels, enterprises and institutions, all kinds of places and public transport in the whole flag are required to check the negative certificate of nucleic acid test, health code and travel card within 7 days, and they are not allowed to enter or leave the relevant places without the negative certificate of nucleic acid test within 7 days. Please ask the general public to stagger the nearest sampling points in an orderly manner for nucleic acid testing.
Seven, round-trip or through our flag engaged in production and life, epidemic prevention and control materials and postal express transportation security work, drivers and passengers must log in to the "Ordos Smart IOT Technology Platform" in advance, and complete the epidemic declaration and long-distance queuing before entering the freight yard for towing. All personnel should check the health code, travel card and negative nucleic acid test certificate within 48 hours. If the nucleic acid test is negative for more than 48 hours, free "nucleic acid test+antigen test" will be carried out at the convenient sampling point outside the town and at the front end of the expressway, and the antigen will be released negative, and the nucleic acid results will be tracked. Drivers and passengers who enter our flag to carry out transportation activities will carry out transportation activities in a "point-to-point" way under the premise of closed loop and personal protection, and they will not get off the bus or touch each other all the time. The closed-loop management of drivers and passengers will be implemented by the affiliated enterprises.
Eight, highway checkpoints, service areas, toll stations and catering, repair, accommodation and other service places along the highway to compact the main responsibility, according to the provisions of the implementation of epidemic prevention and control measures, strict inspection of entry-exit personnel's health certificate, travel permit and negative proof of nucleic acid detection.
Nine, shopping malls, supermarkets, restaurants, farmers' (bazaars) markets, scenic spots, cultural entertainment and other crowded places, as well as public places such as bus stations and bus stops, should strictly implement normalization prevention and control measures such as ventilation, disinfection, sanitation and cleaning, entrance temperature detection, wearing masks, checking health codes, travel cards and negative proof of nucleic acid detection within 7 days.
Ten, according to the principle of not holding unless necessary, strictly control large-scale cultural performances, exhibitions and promotions, if it is really necessary to hold, in accordance with the principle of "territorial management" and "who holds, who is responsible", do a good job in epidemic prevention and control plan. It is advocated to postpone the red incident, simplify the funeral and not hold a banquet. In principle, the number of people gathering in closed places shall not exceed 50, and the number of family dinners shall not exceed 10. Catering units should strictly do a good job in epidemic prevention and control.
Eleven, advocate the general public not to leave Hubei, really need to travel, should avoid going to epidemic areas and epidemic areas, especially to avoid unnecessary cross-border travel. After returning to our flag, implement relevant control measures.
Twelve, COVID-19 vaccination is the most economical and direct means to prevent and control the epidemic, please don't complete the whole vaccination units to vaccination units as soon as possible. Especially for the elderly over 60 years old who have no contraindications to vaccination, they should take the initiative to vaccinate and build a national immune barrier.
Thirteen, strictly abide by the provisions of the epidemic prevention and control is an important measure to stop the spread of the epidemic in COVID-19, but also the obligation of the general public, to encourage the general public to actively supervise and report the implementation of the main body and behavior. Those who fail to implement epidemic prevention and control measures according to regulations, report their personal trips truthfully, and are suspected of violating the law and committing crimes will be investigated for legal responsibility according to law.
