Why not isolate the entrance from the exit?

As we all know, with the gradual control of the domestic epidemic, the virus has spread rapidly abroad. Recently, many people have returned from abroad, so there will be many cases of overseas entry and exit, which will bring certain hidden dangers to the health and safety of the country. So why not stop importing overseas? Let's take a closer look!

Why are overseas imports not banned?

China's failure to ban navigation is mainly due to multiple considerations. In fact, it is easy to ban navigation across the board, but after the ban, the information released to the outside world is closed to the outside world; But when you really open the door again, will people outside be willing to come again? In the current situation of global integration, it is basically very difficult to simply ban navigation across the board. And there are still a large number of overseas compatriots who want to return to China. At this time, it is impossible not to accept these groups. After all, they are all compatriots. How to protect and solve the problem is the key; Prohibition of navigation is not the only way out.

At present, the risk of overseas import is becoming more and more serious, and the most important thing is to realize "full closed loop" management to reduce the impact of overseas case import on domestic epidemic prevention and control and comprehensive resumption of work and production. Especially during the quarantine period of 14 days, entry personnel are not allowed to change to domestic flights, high-speed rail and other public transport, so as to realize the prevention and control of overseas input without loopholes and dead ends.

To achieve "full closed loop", the simplest and most effective method is to isolate the entry personnel for 14 days, regardless of the destination. To do this, we need to invest a lot of manpower and material resources. But this can reduce people's fears, minimize the possibility of imported cases spreading the epidemic, and ensure the resumption of work and production throughout the country. Even if it is impossible to isolate the entry personnel on the spot 14 days, it is necessary to wait until the nucleic acid test results come out before deciding whether to return to the destination. Only in this way can we reduce the uncertainty of the spread of the epidemic and reassure everyone.

It should be emphasized that in order to achieve strict prevention and control, it is not enough for Beijing to do so. There should also be a unified national policy on the discovery, isolation and management of immigrants. We can't be looser in this city and stricter in that city. Only in this way can we truly realize the "full closed loop" management to prevent overseas input.

Why is there no unified isolation for overseas input?

Many provinces and cities have introduced measures for centralized segregation of immigrants.

Up to now, many provinces and cities have introduced centralized immigration isolation measures. At present, people entering China need to be observed in isolation 14 days, and they need to pay for their own accommodation. Those who falsely report the new type and conceal their illness will be investigated for responsibility according to the law and regulations, and will be included in the credit system.

Beijing: From 00: 00 on June 6, 65438, all asymptomatic people in Beijing were observed intensively.

Tianjin: From 18, all personnel entering Tianjin will be observed in isolation 14 days.

Shanghai: Those who have traveled or lived in this 16 country within 14 days before entering Shanghai are all quarantined 14 days.

Chongqing: All people who come to Chongqing and return to Chongqing from abroad will have their body temperature and nucleic acid tested first.

Yunnan: Foreigners entering Yunnan need to be quarantined 14 days to report and be investigated for legal responsibility.

Shaanxi: From 00: 00 on 17, foreigners need to be quarantined when entering Shaanxi 14 days, and the expenses shall be borne by themselves.

Wuhan: Overseas visitors to China will be subject to uniform 14 days of isolated observation at their own expense.

Inner Mongolia, Tangshan, Hebei: Overseas personnel need to be quarantined for medical observation 14 days, and in principle, the expenses are self-care.

Shandong: 14-day quarantine will be implemented for all entry personnel from all countries and regions.

Nanjing: Those who return to Nanjing from abroad and violate epidemic prevention regulations will be severely punished according to law.

Anhui, Xinyu, Jiangxi: Overseas entry personnel need to be quarantined 14 days.

Neijiang, Chengdu, Sichuan: Imported cases without medical insurance will be at their own expense.

Specifically, all immigrants should be isolated in a centralized way 14 days. This is not a kind of discrimination, but based on the public interest and the safety of close contacts of immigrants. Only after 14 days of centralized isolation, the health of immigrants can be ensured, which will not bring great pressure to epidemic prevention in various places, and can also ensure the safety of close contacts such as relatives of immigrants to the maximum extent.

The medical expenses of imported cases outside COVID-19 and those who participate in basic medical insurance shall be implemented in accordance with relevant regulations; Did not participate in the basic medical insurance, borne by the patient. The expenses incurred by those who are identified as having difficulties shall be given medical assistance according to the provisions of laws and regulations.

How to prevent imported cases from abroad?

There are three specific measures:

First, we should give full play to the role of joint prevention and control mechanisms at all levels in the early prevention and control work. It is necessary to strictly implement the territorial responsibility and the main responsibility of all units and departments, strengthen early detection, early reporting, early isolation and early treatment, scientifically prevent and control according to law, accurately classify policies, and protect the country and home.

The second is to accurately classify and implement entry and exit management. There are several types of people: first, confirmed cases, suspected cases, and people with fever symptoms should be promptly transported to designated medical institutions designated by the local government for investigation and diagnosis. The second is to transport close contacts to designated centralized isolation points for centralized isolation medical observation 14 days. During the observation period, if there are abnormal symptoms, they should be sent to designated medical institutions in time. Third, those who are asymptomatic but have positive nucleic acid test at the time of customs quarantine should be sent to medical institutions for further diagnosis. If it is confirmed as asymptomatic infection, it should be isolated in time and close contacts should be tracked. Fourth, for other migrants, health monitoring after entry should be done in accordance with local epidemic prevention and control regulations.

The third is to finely implement community prevention and control. Local communities should establish an overseas imported epidemic prevention and control work system and organizational system, implement grid management, register, track and classify entry personnel, realize full coverage of entry personnel and their families, and do health monitoring as required.
