Measures for the Administration of Surveying and Mapping Archives in Ningxia Hui Autonomous Region

Article 1 In order to strengthen the management of surveying and mapping archives, these Measures are formulated in accordance with the Archives Law of People's Republic of China (PRC) and the Regulations on the Work of Science and Technology Archives approved and promulgated by the State Council, combined with the actual situation in our region. Article 2 Surveying and mapping archives refer to various technical documents, technical standards, original records, calculated data, achievements, maps, aerial (satellite) photos, tapes, disks, drawings, charts and other materials formed in surveying and mapping production, scientific research and capital construction activities.

Surveying and mapping archives include: surveying and mapping management archives, production technology archives, scientific research and teaching archives, instruments and equipment archives, and capital construction archives. Article 3 These Measures shall apply to units and individuals engaged in surveying and mapping in our region. Article 4 The management of surveying and mapping archives shall be under the system of unified guidance, hierarchical management and centralized responsibility. Article 5 The Bureau of Surveying and Mapping of the Autonomous Region shall be responsible for the management of surveying and mapping archives in the whole region, and its main responsibilities are:

(a) to implement the laws, regulations and rules of archives management, and to formulate measures and long-term plans for the management of surveying and mapping archives in the whole region;

(two) to guide, supervise and inspect the management of surveying and mapping archives of the centralized management unit of surveying and mapping archives;

(three) to organize the exchange and promotion of experience in surveying and mapping archives management, and to be responsible for the professional training of surveying and mapping archives management personnel;

(four) to submit relevant information and statistical reports to the State Bureau of Surveying and Mapping and the Archives Bureau of the autonomous region. Article 6 The archives of surveying and mapping achievements of the autonomous region shall be entrusted by the Bureau of Surveying and Mapping of the autonomous region to be responsible for receiving, sorting out and utilizing the archives of surveying and mapping achievements of the whole region. The specific scope of collection shall be implemented in accordance with the relevant provisions of the State Bureau of Surveying and Mapping and the Archives Bureau. Article 7 The administrative office, city and county centralized management units of surveying and mapping archives (hereinafter referred to as centralized management units) are responsible for the management of surveying and mapping archives in their respective regions and departments, and accept the professional guidance, supervision and inspection from the Bureau of Surveying and Mapping and the Archives Bureau of the autonomous region. Their main duties are:

(a) to implement the laws, regulations, rules and measures of the state and the autonomous region on the management of surveying and mapping archives;

(two) to supervise, inspect and assist the formation, accumulation, sorting and filing of surveying and mapping files of surveying and mapping units and individuals;

(three) responsible for receiving, collecting, sorting out, keeping and providing the surveying and mapping archives of the local area and the department;

(four) according to the provisions of the autonomous region of Surveying and mapping archives submitted to the Surveying and mapping archives directory or copy;

(five) to submit the relevant information and statistical data of surveying and mapping archives management to the Bureau of Surveying and Mapping and the Archives Bureau of the autonomous region. Eighth surveying and mapping units in the identification and acceptance of surveying and mapping production, scientific research achievements, capital construction projects and other projects, should carefully review all the scientific and technological data and documents that should be filed, and form a complete, accurate and systematic surveying and mapping file. Ninth scientific and technological projects or projects completed by surveying and mapping units, the full set of files shall be kept by the organizer, and the cooperative units may keep the original files related to their own tasks, and the duplicates or reproductions shall be kept by the organizer. Tenth surveying and mapping files should be complete, clear text, accurate data, clear images, suitable for permanent preservation.

The specific content, classification and storage period of surveying and mapping archives shall be formulated separately by the Bureau of Surveying and Mapping of the autonomous region and the Archives Bureau. Eleventh surveying and mapping files should be managed according to the different nature of openness, internal and confidentiality, and the handover system should be strictly implemented. The handover list shall be bound into volumes every year and kept for a long time. Twelfth surveying and mapping archives shall set up a special archives or filing cabinets, which shall be kept by specialized institutions or personnel.

Surveying and mapping archives management institutions and centralized management units shall establish and improve the surveying and mapping archives management system, and maintain the relative stability of surveying and mapping archives management personnel. Thirteenth surveying and mapping archives management institutions and centralized management units shall regularly check the storage and utilization of surveying and mapping archives, and timely repair damaged or deteriorated surveying and mapping archives. Fourteenth surveying and mapping archives shall be provided and used in accordance with the relevant provisions of the state. Surveying and mapping archives whose confidentiality period expires shall be destroyed in time.

The destruction of surveying and mapping archives must be registered and recorded, and approved by the competent leader, indicating the name, number, quantity, source, compiling or publishing unit, time and reason of destruction. The cover of inventory should have appraiser, client, approver, agent and date of destruction. The destruction list shall be reported to the higher authorities for the record. Fifteenth units and individuals that have made remarkable achievements in the filing, collection, storage and utilization of surveying and mapping files shall be rewarded by their competent departments or the Bureau of Surveying and Mapping of the autonomous region. Sixteenth without the approval of the Bureau of Surveying and Mapping of the autonomous region, no unit or individual may copy, reprint, publish or transfer surveying and mapping files and their copies.

It is forbidden to alter, forge or damage surveying and mapping files. Seventeenth units and individuals who violate the laws, regulations and rules of archives management shall be punished by the relevant departments according to law. Eighteenth approach by the Autonomous Region Bureau of Surveying and mapping is responsible for the interpretation of. Article 19 These Measures shall come into force as of the date of promulgation.
