The National Population and Family Planning Commission and the Ministry of Finance decided to fully implement the national free pre-pregnancy eugenics health check-up project from 20 13. In 20 13, Yichun added Shanggao, Tonggu, Fengcheng and Zhangshu as the national free pre-pregnancy eugenics health check-up project counties (cities), so far the city has achieved full coverage of the national free pre-pregnancy eugenics health check-up project.
It is reported that the national free pre-pregnancy eugenics health check-up project is a basic public service launched by the state from April 20 10. It is led by the government and funded by county-level family planning service stations, aiming at reducing the risk of birth defects and improving the quality of the birth population. The national free pre-pregnancy eugenics health examination program is free for couples (including floating population and one of whom is rural registered population) who give birth within the family planning policy in rural areas. Its services mainly include eugenic health education, medical history inquiry, physical examination, clinical laboratory examination, imaging examination, risk assessment, consultation and guidance, early pregnancy and pregnancy outcome follow-up and so on 19.
In order to do a good job in the national free pre-pregnancy eugenics health examination, in 20 12, Yichun city included the municipal subsidy funds for the national free pre-pregnancy eugenics health examination project into the fiscal budget, and ensured the safe operation of the special funds. Through the free pre-pregnancy eugenics health examination, the city has screened out nearly 5000 high-risk personnel. According to the incidence of birth defects of 4-6%, it is estimated that 2-300 cases of birth defects can be reduced, and the treatment fee and the most basic living expenses are calculated at 200,000 yuan/case, which can save about 60 million yuan in direct expenses every year, and give full play to the economic and social benefits of financial capital investment.
