In order to strengthen the professional and standardized construction of nursery institutions, according to the requirements of the Guiding Opinions of the General Office of the State Council on Promoting the Development of Nursery Services for Infants under 3 years old (Guo Ban Fa [2065 438+09] 15), the National Health and Wellness Committee has organized and formulated the Standards for Setting Nursery Institutions (Trial) and the Management Standards for Nursery Institutions (Trial), since 2000.

The Standards for the Establishment of Child Care Institutions (Trial) adheres to the principles of policy guidance, limited benefit, safety and health, scientific standardization, territorial management and classified guidance, fully mobilizes the enthusiasm of social forces and vigorously develops child care services. This standard is applicable to institutions that provide full-time care, half-day care, hourly care, temporary care and other care services for infants under 3 years old registered by relevant departments and filed by health departments.

Field facilities

Nature of the site: self-owned site or site with lease term of not less than 3 years.

Building site selection: construction land with good natural conditions, convenient transportation and meeting the requirements of health and environmental protection.

Stay away from buildings, facilities and pollution sources that are harmful to the growth of babies.

Meet the requirements of earthquake resistance, fire prevention and evacuation.

Set up equipment

Indoor rooms include living room, service management room and supply room.

Furniture and toy education is in line with the age characteristics of infants.

Outdoor activities should have environmental protection standards to ensure safety protection.

House decoration and decorative materials shall conform to the relevant national safety and quality standards and environmental protection standards, and shall be inspected and maintained regularly.

Staff size

Nurse:

Nurses are mainly responsible for the daily life care of infants, arranging game activities, promoting the physical and mental health of infants and developing good behavior habits. Nurses should have experience in infant care or related professional background, and have been trained in infant care and mental health knowledge.

Reasonable allocation: medical staff, cooking staff and security personnel.

Course arrangement requirements

Nursing class: infants aged 6- 12 months (less than 10)

Kindergarten class: 12-24 months baby (1children under 5 years old)

Large class: infants aged 24-36 months (less than 20 people)

/kloc-babies over 0/8 months old can be mixed (no more than 18).

The ratio of caregivers to infants and young children shall not be lower than the following standards:

Nursing category 1:3

Kindergarten classes 1:5

The Regulations on the Administration of Child Care Institutions (for Trial Implementation) stipulates that after registration, child care institutions shall file with the health department at or above the county level where the institutions are located.

Consignment management

The parents or guardians of the baby apply to the nursery institution for nursery, and submit the true identification materials of the baby and its guardian. Sign a care service agreement with the guardian of the baby; Complete school-age vaccination before entering the park and pass the health examination; If you leave the institution for more than 3 months, you should have a new health examination when you return to the institution. Establish an infant information management system and submit it to the filing department regularly; Establish a contact system with parents and an open day for parents; Strengthen contact and cooperation with the community, promote the development of infants, and establish an information publicity system.

Protection management

Scientific and reasonable life for infants and young children;

Obey feeding and make recipes scientifically;

Ensure outdoor activities for infants and young children;

Take games as the main form of activities to promote the all-round development of infants and young children;

Establish a daily record and feedback system for infant care services.

Managed medical treatment

Do a good job in indoor and outdoor environmental sanitation;

Adhere to the physical examination in the afternoon and observe the health all day;

Infants who have suffered or are suspected of suffering from domestic violence shall report the case to the public security organ in a timely manner according to law.

Infants and young children should be treated in hospital or cared for at home during illness.

Establish a system of disinfection and isolation of sick children and a system of pre-follow-up management of infectious diseases.

The staff of nurseries and kindergartens participate in the health examination organized by the institution once a year. If there are infectious diseases, you should leave your post immediately for treatment, shorten your calendar and return to your post with a health certificate.

personnel management

The staff of child care institutions should have full capacity for civil conduct and good professional ethics, love infants, be physically and mentally healthy, have no record of child abuse and criminal record, and meet the requirements of relevant national and local regulations.

Kindergarten institutions should establish a system of pre-job training and regular training for staff, and continuously improve the professional ability, professional ethics and mental health level of off-job staff through centralized training and online learning.

Nursery institutions should strengthen the rule of law education for their staff and enhance their awareness of the rule of law. There is zero tolerance for child abuse. Once found, the responsible person and the responsible person shall be investigated in strict accordance with relevant laws, regulations and provisions.

Trust institutions shall sign labor contracts with staff members according to law to protect the legitimate rights and interests of staff members.
