Chapter I General Provisions Article 1 In order to save water resources, improve the utilization efficiency of water resources, realize the sustainable utilization of water resources and promote the construction of ecological civilization and the sustainable development of economy and society, these Regulations are formulated in accordance with the Water Law of People's Republic of China (PRC) and other laws and regulations. "Measures for the Implementation of People's Republic of China (PRC) Water Law in Gansu Province" and "Regulations on Water Conservation in Gansu Province", combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to water conservation and its supervision and management activities within the administrative area of this Municipality.

Where there are other provisions in laws and regulations on water conservation and its supervision and management activities, those provisions shall prevail.

The term "water conservation" as mentioned in these Regulations refers to the activities of taking comprehensive measures such as administration, economy, technology and management to adjust the water use structure, reduce the consumption and loss of water resources, and make rational and efficient use of water resources. Article 3 Water conservation shall follow the principles of giving priority to conservation, overall planning, total amount control, quota management, rational allocation and efficient utilization. Article 4 The development and utilization of water resources shall give priority to the use of surface water, limit the exploitation of groundwater and make full use of unconventional water.

Establish a water-saving mechanism with government leading, market regulation and public participation. Article 5 The people's governments of cities and counties (districts) shall incorporate water conservation into national economic and social development plans and annual plans, organize the preparation and implementation of special plans for water conservation, cultivate and develop water conservation industries, formulate policies and incentives for water conservation, ensure investment in water conservation funds, establish and improve water conservation management mechanisms and service systems, improve the responsibility system for water conservation, support the research and development and promotion of water conservation technologies and products, and promote water conservation in the whole society.

Township (town) people's governments, sub-district offices and development park management institutions shall cooperate with relevant departments to do a good job in water source protection in their respective regions. Article 6 The water administrative department of the people's government of the city or county (District) shall be responsible for the supervision and management of water conservation within their respective administrative areas.

City and county (District) people's government development and reform, agriculture and rural areas, housing construction, industry and information technology, natural resources, ecological environment, science and technology, forestry and grass, finance, market supervision, education, commerce, health, culture, sports, radio and television and tourism and other relevant administrative departments shall, in accordance with the division of responsibilities, do a good job in water conservation.

Grass-roots mass autonomous organizations shall assist the township (town) people's governments and sub-district offices to do a good job in water conservation in their respective jurisdictions.

Grass-roots water supply and water management units and water users' associations shall do a good job in water conservation under the guidance of relevant departments. Seventh all units and individuals have the obligation to save water, and have the right to supervise and report acts of wasting water resources, damaging water-saving facilities and equipment, and failing to perform the duties of water-saving supervision and management according to law. Article 8 People's governments at all levels shall organize publicity and education on market conditions and water conservation, popularize water conservation laws and regulations and water conservation knowledge, and enhance the awareness of the whole people on water conservation.

The news media should carry out public welfare propaganda on water conservation and supervise the behavior of wasting water resources by public opinion.

Schools, shopping malls, hotels, hospitals, parks and other public places should set up water-saving publicity slogans and signs to publicize water-saving knowledge. Chapter II Management of Water Conservation Article 9 The water administrative department of the people's government of a city or county (district) shall, jointly with relevant departments, formulate a special regional water conservation plan according to the national and Gansu water conservation plans, combined with the economic and social development level and water resources situation of the administrative region, and report it to the people's government at the same level for approval.

The formulation and revision of the regional water conservation special plan shall solicit the opinions of experts and the public.

The approved special plan for regional water conservation shall be strictly implemented, and if it is really necessary to adjust and modify it, it shall be reported to the original examination and approval authority for approval in accordance with the planning examination and approval procedures. Tenth water control and quota management system. Industry water quota is the basis of water management, water resources allocation, planned water use, water intake permit approval and water fee collection within the administrative area of this Municipality, and any water-using unit or individual shall strictly implement it. Eleventh city and county (District) people's governments shall strictly implement the regional water consumption and intensity control, and establish an index system covering the total water consumption and intensity control in their respective administrative areas.

The administrative department of development and reform of the people's government of the city or county (District) shall, jointly with the water administrative department, formulate an annual water use plan according to the water quota, economic and technical conditions, water distribution scheme and annual inflow forecast, and implement total control of annual water use within their respective administrative areas. Twelfth the implementation of planned water management system. The planned water use unit shall submit the water use plan for the next year to the water administrative department before the end of each year. The water administrative department in conjunction with other water supply administrative departments shall, according to the annual total water consumption control index, water quota and water use records of water users within their respective administrative areas, and in accordance with the principle of overall coordination, comprehensive balance and leeway, approve the water use plan of water users.

The planned water use unit shall use water according to the approved planned water use index, and those who have not obtained the planned water use index shall not take water without authorization.

Specific measures for planned water management shall be formulated by the water administrative department of the people's government of the city or county (District) jointly with relevant departments. Article 13 The water administrative department of the people's government of a city or county (district) shall, according to the total water consumption control index issued by the government at a higher level, and in combination with the regional economic and social development and the construction of ecological civilization, formulate the annual water resources allocation or water allocation plan for this administrative region. The allocation of regional water resources shall not exceed the total water consumption control index, and the allocation of groundwater shall not exceed the regional groundwater exploitation control index.
