Article 18 Enterprises that produce packages and containers of dangerous chemicals listed in the catalogue of industrial products subject to the national production license system shall obtain production licenses for industrial products in accordance with the Regulations of the People's Republic of China on the Administration of Production Licenses for Industrial Products; The packages and containers of dangerous chemicals produced by them must be inspected by the inspection institutions recognized by the quality supervision, inspection and quarantine department of the State Council before they can be sold out of the factory. Ships carrying dangerous chemicals and their containers shall be produced in accordance with the national ship inspection standards, and can only be put into use after passing the inspection by the ship inspection agency recognized by the maritime administrative agency. .
