Legal analysis: 1. Red team personnel should, in principle, implement isolated medical observation in designated medical institutions and centralized isolation points. If it is really necessary to travel, "point-to-point" transshipment will be implemented, and the whole process will be strictly closed. 2. The yellow code personnel must live in a single room, use a separate bathroom, and must not leave home unless it is due to medical needs; If it is really necessary to go out, it must be approved by the village (community) or unit. On the premise of personal protection, walk "point to point" and don't take public transportation. 3. Green code personnel who carry out daily health monitoring must control the scope of activities, do not take public transportation, participate in gathering activities such as meetings, exhibitions, tourism and dinners, enter schools, kindergartens, nursing homes, welfare homes and other specific institutions, enter theaters, dance halls, bathrooms, Internet cafes and other indoor closed places, and do not carry out offline teaching and training activities. They must wear masks all the time. Legal basis: Article 42 of the Law of People's Republic of China (PRC) on the Prevention and Control of Infectious Diseases. When infectious diseases break out and are prevalent, the local people's governments at or above the county level shall immediately organize forces to carry out prevention and control according to the prevention and control plan and cut off the transmission route of infectious diseases. When necessary, the following emergency measures can be taken and reported to the people's government at the next higher level for announcement: (1) restricting or stopping fairs, theatrical performances or other crowd gathering activities; (2) suspension of work, business or classes; (three) closed or sealed public drinking water sources, food and related items contaminated by infectious disease pathogens; (4) controlling or culling wild animals, domestic animals and poultry infected with the epidemic; (five) closed places that may cause the spread of infectious diseases. When the people's government at a higher level receives the report of the people's government at a lower level on taking the emergency measures listed in the preceding paragraph, it shall make a decision immediately. The lifting of emergency measures shall be decided and announced by the original decision-making organ.
