First, the formulation of this plan is an inevitable requirement for achieving the goal of building a well-off society in an all-round way. The 17th National Congress of the Communist Party of China has put forward new requirements for building a well-off society in an all-round way, taking everyone to enjoy basic health services and improve the overall health level as an important goal to accelerate the development of health undertakings and comprehensively improve people's lives. Focus on the long term and face the future, formulate and implement the strategic plan of Healthy China 2020, that is, combine the economic and social development of China. In-depth study of the main health problems and main risk factors of Chinese residents, to determine a practical major public health action plan, to promote a well-off society with health, to ensure health with a well-off society, and to achieve the goal of health for all. At the same time, the implementation of Healthy China 2020 strategy is conducive to promoting the progress of medical science and technology and promoting the development of health industry. When we said this, we didn't know that I had the opportunity to speak at the forum on accelerating the construction of innovative countries in the health industry. Therefore, the formulation and implementation of the Healthy China 2020 strategic plan is an important measure to implement the new requirements of building a well-off society in an all-round way.
Second, the formulation of this medium-and long-term plan is an inevitable requirement to solve the current and long-term health problems in China. At present, China's residents' health is still facing a grim situation, and social problems in health development are still outstanding, mainly in the following aspects: First, major infectious diseases, chronic diseases and epidemic situations are still serious. Let me give an example of an infectious disease. The number of tuberculosis patients exceeds 4.5 million, accounting for a quarter of the global patients, including 2 million patients with infectious tuberculosis. Moreover, it is particularly worrying that the World Health Organization recently reported that drug-resistant tuberculosis in China is probably the largest in the world. I think many pulmonary doctors and infectious diseases doctors present here must be very concerned about this matter. The number of patients with cardiovascular and cerebrovascular diseases, malignant tumors, diabetes and other chronic diseases continues to rise. According to the latest statistics, it is obvious that the number of people who died of chronic diseases has accounted for more than 80% of the national deaths due to illness. So for a while, our publicity was a bit biased, especially after listing. When talking about public health, disease prevention and control, it means talking about infectious diseases. In fact, chronic diseases are more important. This is the threat of disease. The second is the new challenges brought by economic and social changes. The total population continues to grow and the aging is accelerating. Experts predict that by 2020, the population over 60 will account for 15.9% of the total population, which poses a severe challenge to health services and medical security. Many problems that occur in developed countries will also occur in China. A series of social problems such as industrialization, urbanization, floating population and environmental pollution also put forward new requirements for disease prevention and control. Third, there is still a big gap between the health service system and the medical security system and the people's health needs. The disease prevention and control system is still not perfect, and it is difficult to effectively control the impact of major diseases, including our supervision system for food and drug safety, including the word "integrity" system. The situation is grim, the health resources are unbalanced, excessively concentrated in big cities and hospitals, the community health resources are insufficient, the talent is short, the service ability is not strong, and the medical security system has problems such as limited coverage and low level of security. Therefore, we think it is an inevitable requirement of our country to formulate this medium and long-term plan.
Third, experience at home and abroad has proved that formulating and implementing national health strategy is an effective way to improve the national health level. In fact, after the founding of our country, the mass patriotic health campaign organized by the government and participated by the whole society has achieved great results. In less than 20 years, the average life expectancy has increased from 35 to over 60. At that time, our economic level and technical means were far worse than today, but we had a good national health strategy. Internationally, the United States, Japan, Canada and other countries have systematically studied the long-term development strategy of national health and formulated and implemented their own national health strategies. The implementation of these strategies has continuously improved the national health of these countries, which is proved by the recent evaluation results of the United States.
