Military organs, public security organs, emergency management departments, scientific research institutions and other units need to raise dogs because of their work, which shall be handled in accordance with relevant state regulations. Article 3 Dog management shall follow the principles of government supervision, dog owners' self-discipline, social participation and public supervision. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen the leadership over dog management, guarantee the working funds, establish and improve the working coordination mechanism, coordinate and solve relevant major problems, and urge relevant departments to perform their duties according to law. Article 5 The public security organ is the competent authority in charge of dog management, and is responsible for dog information management, dog registration, catching stray dogs, killing rabies, managing dog breeding places, and investigating and dealing with relevant illegal dog raising behaviors.
Agricultural and rural departments are responsible for the management of animal clinics, the establishment of dog epidemic monitoring network, the organization and implementation of dog rabies compulsory immunization program, guidance and supervision of harmless treatment of dogs, supervision and management of dog management, detention and other activities of epidemic prevention work.
Urban management and comprehensive law enforcement departments are responsible for investigating dog-raising behaviors that affect city appearance and environmental sanitation, and guiding and supervising the setting of civilized dog-raising signs in public places such as parks and squares.
The market supervision and management department is responsible for the supervision and management of dog business activities.
Housing and urban-rural construction departments are responsible for guiding and urging property service enterprises to do a good job in dog management.
Neighborhood offices and Township People's governments shall organize and coordinate neighborhood (village) committees to control and dispose of stray dogs within their respective jurisdictions, cooperate with relevant departments to do a good job in dog management, and carry out dog dispute mediation according to law. Sixth neighborhood (village) committees and owners' committees shall assist in the management of dog raising, and may formulate a civilized dog raising statute to urge dog owners to raise dogs in accordance with the law.
The realty service enterprise shall stop the illegal dog-raising behavior in the service area and report to the relevant administrative departments.
Dog management, breeding, diagnosis and treatment and other related industries and social organizations such as animal protection shall participate in dog management activities according to law and assist relevant departments to do a good job in dog service. Seventh any unit or individual has the right to discourage illegal dog-raising behavior, and to complain and report to the relevant departments. Public security organs, agricultural and rural areas, urban management and comprehensive law enforcement departments shall publish telephone numbers, handle complaints and reports in a timely manner, and inform the results. Eighth when raising a dog, you should choose a docile breed that adapts to the urban environment, and you are not allowed to raise a dog without permission.
The list of dogs prohibited shall be determined by the municipal public security organ in conjunction with the municipal agricultural and rural departments, and shall be announced to the public before the implementation of these regulations. Article 9 Dog owners shall fulfill the obligation of compulsory immunization against rabies in dogs, vaccinate dogs against rabies in accordance with the following provisions, and obtain animal immunization certificates:
(a) within fifteen days from the date of birth of a three-month-old puppy;
(two) dogs that have been immunized before the expiration of the immunization interval;
(three) other dogs, within fifteen days from the date when the dog owner obtains the dog.
Dogs that have undergone compulsory immunization can be listed and traded. Article 10 Dog owners shall have full capacity for civil conduct, apply for dog registration in real name, apply for intelligent dog-raising license, and identify themselves. The cost of smart dog tags and identification marks shall be borne by the dog owners.
Dog owners shall apply for dog registration within 30 days from the date of obtaining the rabies immunization certificate. Eleventh real name to apply for dog registration, shall provide the following information:
(a) the identity information of the applicant;
(2) Information such as domicile and contact information;
(3) Effective dog immunization certificate.
When a dog owner applies for dog registration, he shall fill in the commitment letter of civilized dog raising according to law.
Where a unit applies for real-name dog registration, it shall provide the unit information and the identity information of the dog manager. Twelfth to meet the requirements of the dog registration application, the public security organ shall immediately go through the registration formalities, collect the information of dog owners and dogs, and issue smart dog tags and identification marks.
Public security organs and agricultural and rural departments should reasonably set up immunization registration places, and openly select qualified third-party institutions to handle specific work such as immunization registration in accordance with the principle of convenience, so as to realize one-time application for rabies vaccination, dog registration, smart dog number plate and identification mark in the same place. Thirteenth dog owners' domicile, contact information and other information changes, it should be changed within thirty days from the date of change.
If the raised dogs are sold or donated to others, the purchaser or the donee shall go through the formalities of change within 30 days from the date of purchase or donation.
Dog owners who give up their dogs shall, within 30 days from the date of delivery, send the dogs to the dog detention place and go through the cancellation procedures.
If the dog is dead or lost, the dog owner shall go through the cancellation procedures within 30 days from the date of death or loss of the dog. If the lost dog is found after going through the cancellation procedures, it shall re-register the dog.
