More than ten years of food safety certification
Beijing Zhong Rui Yadeshi Food Safety Technology Service Co., Ltd. (hereinafter referred to as "Zhong Rui Yadeshi or SSADC") is a professional certification institution registered in China with the approval of China National Certification and Accreditation Administration. It is one of the first certification institutions in China to engage in good agricultural practices certification. At present, SSADC's business mainly includes inspection, certification and training related to food safety and testing, involving the whole food supply chain.
According to the person in charge of SSADC, since the establishment of CNCA, China has basically established a food and agricultural products certification and accreditation system that is in line with international standards and adapted to China's national conditions. Certification of food and agricultural products has become an important means to ensure the quality and safety of food and agricultural products in China and promote the international trade of food and agricultural products in China. Including organic product certification, pollution-free product certification, HACCP certification, good agricultural practices certification, feed product certification, green food certification, green market certification, food quality certification and good agricultural practices certification. Among them, good agricultural standard certification is widely adopted by countries all over the world.
Since the 1990s, food pollution incidents have appeared constantly, and food safety issues have attracted special attention of consumers. In order to ensure the safety of food and improve consumers' trust in food, all countries in the world have taken countermeasures, among which good agricultural practices are representative and important measures. At present, good agricultural norms, standards and certification have been popularized and applied in more and more countries and regions, playing an increasingly important role in international trade. From June 5438 to February 2005, the General Administration of Quality Supervision, Inspection and Quarantine and the National Standards Committee jointly issued the national standard GB/T 200 1 4.1~1-2005, which was officially implemented on May12006. On June 5438+ 10, 2006, CNCA formulated the Implementing Rules for Certification of Good Agricultural Practices (Trial), and appointed SSADC as the GAP certification body. It applies the concept of modules, including the control points and compliance specifications of farms, crops, field crops, fruits and vegetables, livestock and poultry breeding, cattle and sheep breeding, dairy farming, pig breeding and poultry breeding, and is an agricultural product standard that was in line with international standards before a project in China.
The "propagandist" of food safety policy
The head of SSADC said that SSADC has done a lot to promote good agricultural practices in China. On July 12, experts from China and Sweden came to Shangnian Garden, Sihe Township, lingbao city City, Hebei Province for GAP (Good Agricultural Practices) certification guidance, marking the start of GAP certification in our city. The experts of the certification center listened to the basic report in this field, analyzed the current situation in this field, and gave serious training and guidance to the technical personnel in this field, which enhanced the confidence of GAP certification in this field. The person in charge of the farm will be familiar with the standards according to the certification procedures and requirements, and strictly follow the standards of relevant GAP control points to record the agricultural activities in the operation process in detail and completely, so as to ensure the smooth progress of the certification work.
The existing EurepGAP standards for fruits, vegetables and agricultural products are CPCCIFA version 2.0 and CPCC F&V2. 1. Eurepgap version has been released and will be implemented on June 5438+1 October1. Compared with CPC IFA version 2.0 and CPC F&V 2. 1, the requirements of version 3.0 have changed greatly, increasing the difficulty of enterprise certification. In order to help export fruit and vegetable enterprises know the differences between EUREGPAP version 3.0 and CPC CIFA version 2.0 and CPC F&V2.1version in time, and help enterprises wishing to pass EUREGPAP certification within this year to establish EurepGAP specifications according to the requirements of CPC CIFA version 2.0, Beijing Zhongruiya Deshi Food Safety Technical Service Co., Ltd. and relevant institutions held a training course for internal auditors of EU GAP and China GAP in Zhangzhou.
From June 5438 to February 2003, Sino-Swiss Yates joined ISA member organizations (international supplier audit companies), became ISA's partners in China and the Far East, and began to implement the food safety standards of European retailers-BRC and IFS audits. On May 12, 2007, Sino-Swiss Yates held a seminar on European retailer requirements and food safety management system in Zhangzhou, Fujian. 60 related personnel, including 36 food enterprises, attended the seminar. During the seminar, Dr. Reto Battaglia discussed the requirements for European retailers from the perspective of BRC&: from the perspective of IFS audit, he gave a good professional explanation on the food safety management of food production enterprises and the requirements for food testing laboratories. Various enterprises contribute to food safety.
In the process from farmland to dining table, there are many factors that affect food safety to be controlled. At present, food safety monitoring and testing systems have been basically established in various places, and all kinds of foods closely related to the people have been brought into the monitoring field of vision. The sampling quantity of food is higher than the level of 3 pieces per thousand population recommended by the World Health Organization, and sufficient sampling quantity provides a scientific basis for supervision. According to the data released by the Ministry of Health, at present, China has formulated more than 400 food hygiene standards and established a food pollutant monitoring network covering 830 million people.
Combined with the national macro work, SSADC has carried out various food safety testing and certification services.
International Food Standards (IFS) audit business. IFS international food standard is jointly owned by German trade organization BDH and French trade organization FCD, as the standard to accept the food safety level of suppliers. It is very popular among retailers in Germany and France. The audit result of IFS is calculated by the integral accumulation of each nonconforming point, and whether it passes the audit is determined by the different grades of the total integral.
BRC food standard audit business, BRC global food standard is a standard formulated by the British retail consortium, which aims to become the spokesperson of British retailers, help British retailers control the food safety level of their suppliers, and make food safety a non-competitive issue. BRC audit is determined by the types of nonconformities and their different grades, so the evaluation results are only qualified or unqualified.
EurepGAP standard audit business. EUREPGAP standard defines the requirements of Good Agricultural Practices (GAP) and is a general industry standard jointly formulated by European retailers and international agricultural products suppliers. It includes integrated farm management (ICM), integrated pest control (IPC), quality management (QMS), hazard analysis and critical control points (HACCP), and workers' health, safety and welfare.
China agricultural good practice (ChinaGAP) audit. ChinaGAP is a good agricultural standard formulated by China National Certification and Accreditation Administration with reference to international advanced standards and national conditions. It applies the concept of modules, including the control points and compliance specifications of farms, crops, field crops, fruits and vegetables, livestock and poultry breeding, cattle and sheep breeding, dairy farming, pig breeding and poultry breeding, and is an agricultural product standard that was in line with international standards before a project in China.

As of September 16, more than 300 people have visited the hospital. On September 17, the US Food and Drug Administration in Shanghai confirmed that the poisoning accident was "Clenbuterol" food poisoning. Clenbuterol, the scientific name of Clenbuterol Hydrochloride, is an antiasthmatic drug. Consequences: Excessive clenbuterol content or medication without illness may cause muscle tremor, dizziness, vomiting, palpitation and other poisoning symptoms, which is extremely dangerous for patients with hypertension and heart disease.

X- furan metabolites were detected in all 30 samples, and some samples also detected the residues of prohibited fishery drugs such as malachite green, enrofloxacin, ciprofloxacin, chloramphenicol and erythromycin, and some samples exceeded the standard. Consequences: Long-term intake of a large number of X- furan compounds may cause cancer. Moreover, there are a lot of antibiotic residues in fish, which will make consumers patient and reduce the clinical effect of such drugs.
Hualong instant noodles were caked with flour. A media in Henan revealed that "the returned caked flour is specially used for Hualong instant noodles". People from Hualong Company admitted that "this happened", but they were noncommittal about whether the returned flour had deteriorated. Grain storage experts pointed out that the caked and yellow flour could not be eaten after "returning to the machine", while people from the Standard Quality Center of the State Grain Administration said that according to international standards, this move could at least be characterized as "bad behavior".
