All units and individuals have the obligation to participate in patriotic health activities. Article 3 Patriotic health work is a mass and social health work to enhance social health awareness, control and eliminate factors harmful to human health, prevent diseases, improve living environment and quality of life, and improve comprehensive social health level and citizens' health level.
Patriotic health work adheres to the working principles of government organization, local responsibility, departmental cooperation, mass hands-on, scientific governance, social supervision and classified guidance. Article 4 People's governments at all levels shall strengthen their leadership over patriotic health work, incorporate patriotic health work into the overall plan for national economic and social development, and promote the coordinated development of socialist spiritual civilization and material civilization.
The township (town) people's government is responsible for organizing and carrying out rural patriotic health campaigns with health education and improving township environmental sanitation as the main content. Chapter II Duties Article 5 The competent department of patriotic health work authorized by the people's government at or above the county level (hereinafter referred to as the competent department of patriotic health work) is responsible for organizing, coordinating, guiding and inspecting patriotic health work under the leadership of the people's government at the same level. Its specific responsibilities are:
(a) the implementation of laws, regulations and policies related to patriotic health work;
(two) to carry out patriotic health propaganda, mobilize and organize units and individuals to participate in patriotic health activities;
(three) to organize the establishment of health cities (counties), health towns and health units;
(4) Organizing patriotic health work in rural areas focusing on improving water and toilets;
(5) Organizing activities to kill rats, mosquitoes, flies and cockroaches (also known as "four pests");
(six) responsible for the supervision and inspection of patriotic health activities;
(7) Organizing social health education activities;
(eight) to undertake other tasks assigned by the people's government at the same level. Sixth city appearance and environmental sanitation, environmental protection, health, public security, industry and commerce, education, news broadcasting and other relevant departments should do patriotic health work according to their respective responsibilities. Seventh organs, social organizations, enterprises and institutions, military units and neighborhood (village) committees shall do a good job in patriotic health work in their own units and regions according to law. Chapter III Administration Article 8 Establish a responsibility system for patriotic health work and incorporate patriotic health work into the target management of governments at all levels.
Organize patriotic health month activities every April. Article 9 Sub-district offices and township (town) people's governments shall take comprehensive prevention and control measures and regularly organize activities to kill vectors such as "four pests".
Units and individuals shall participate in activities to kill vectors such as "four pests" and eliminate their breeding environment, and control the density of vectors within the standards prescribed by the state. Tenth drugs to kill the "four pests" shall meet the standards and requirements stipulated by the state. Strict management of such drugs to prevent poisoning accidents. Eleventh citizens should participate in patriotic health activities, maintain public health, and do not spit, urinate, throw peels, scraps of paper and other wastes. Twelfth units should maintain a good health condition and meet the following health requirements:
(1) A clean and beautiful environment;
(2) Setting up necessary sanitary facilities and signs;
(three) do not throw peels, scraps of paper and waste;
(four) the toilet is clean and sanitary, and the feces should be treated harmlessly;
(five) canteen hygiene should comply with the relevant provisions of the "Food Hygiene Law". Thirteenth to promote smoking in public places.
Smoking is prohibited in the following public places:
(1) Nurseries and kindergartens;
(two) the diagnosis and treatment area and ward area of medical institutions;
(three) school teaching, reading, experiment and other teaching places;
(four) shopping malls, theaters;
(5) Reading rooms and archives consulting rooms of museums, art galleries, exhibition halls and science and technology museums;
(6) Waiting rooms in stations, airports, ports and docks;
(seven) in the city and county (District) public transport and other public places where smoking is prohibited. Article 14 No smoking units in public places where smoking is prohibited shall set uniform and eye-catching no smoking signs in public places where smoking is prohibited, and no smoking equipment shall be placed. Smokers in public places where smoking is prohibited in this unit shall be advised to stop smoking. Fifteenth departments in charge of patriotic health work can hire patriotic health supervisors. The appointment conditions, responsibilities and measures shall be formulated by the provincial patriotic health department in accordance with the relevant provisions of the state. Chapter IV Awards and Penalties Article 16 People's governments at all levels or their departments in charge of patriotic health work shall commend and reward those who have made remarkable achievements in accomplishing the objectives and tasks of patriotic health work, and those who meet the prescribed standards shall be awarded honorary titles. Seventeenth patriotic health honorary title awarded, the quality of work decreased, does not meet the standards of patriotic health honorary title, shall not be awarded the honorary title of patriotic health.
Those who cheat the honorary title of patriotic health shall be revoked by the people's government or the competent department of patriotic health work that awarded the honorary title.
