The following suggestions: (1) Establish a leading group for bio-industry in the State Council to co-ordinate the development of bio-industry in China. In order to strengthen the unified management of bio-industry, and overcome the phenomenon of limited funds and resources being divided and scattered, and low-level repeated investment and construction, it is suggested to set up a bio-industry leading group in the State Council. The leading group will co-ordinate the development of biotechnology and bio-industry, co-ordinate related system reform and bio-industry policy formulation, co-ordinate the production, marketing and safety supervision of bio-technology products, and realize the rapid development of China's bio-industry. (2) Introduce some policies to promote the development of China's bio-industry as soon as possible to create a good external environment for industrial development. As a strategic and leading emerging industry, the development of biological industry needs the promotion and guidance of industrial policies issued by the state. Through the implementation of the policy, efforts should be made to solve practical problems in the development of bio-industry and guide domestic and foreign funds, talents and other resources to invest in bio-industry in order to promote the rapid development of bio-industry in China. The state should vigorously develop various forms of venture capital, especially encourage venture capital in the biological industry; Improve the property rights trading market and OTC market, and provide exit channels for venture capital. It is necessary to create conditions for biotechnology enterprises to go public at home and abroad, and actively support their listing and financing, especially the SME board. The national innovation fund for small and medium-sized scientific and technological enterprises should give priority to supporting small and medium-sized enterprises engaged in biotechnology development and the transformation of their achievements in China, and the guarantee institutions for small and medium-sized enterprises can provide guarantees for their loans. Actively develop various forms of small and medium-sized banks to provide loan channels for small and medium-sized biological enterprises. The second is preferential tax policies. Zero tariff will be imposed on the epidemic prevention biological products urgently needed by the country produced by biological enterprises. For general taxpayers who sell biotech products developed and produced by themselves, VAT will be levied at the statutory tax rate of 17% first, and then the part with actual tax burden exceeding 3% will be refunded immediately, which will be used by enterprises for R&D and expanded reproduction. Biological enterprises established in China can enjoy preferential corporate income tax policies. We should actively guide and promote the formation of three comprehensive bio-industrial bases in the Yangtze River Delta, the Pearl River Delta and Beijing-Tianjin-Hebei, as well as some specialized bio-industrial bases in the northeast and central and western regions, give full play to their agglomeration effect and promote the rapid development of China's bio-industry.
