Disabled children refer to children whose mental, physical and human structures, some organizations and functions are lost or blocked, and all or part of them lose their ability to engage in certain activities, which affects their daily life and social participation. The sensory absolute threshold of children with mental retardation is higher than that of normal children, but the absolute sensitivity is lower than that of normal children.
Sensation depends on stimulation. Without stimulation, there will be no feeling. The absolute threshold of sensation refers to the amount of stimulus that can just cause sensation, and the ability of people to perceive the minimum amount of stimulus is called absolute sensitivity. Due to the defect of brain function, the same intensity of stimulation may cause the feeling of normal children, but it may not necessarily cause the feeling of mentally retarded children.
A psychologist in the former Soviet Union did a picture recognition experiment with a quick indicator. When the pictures are presented at the speed of 22 microseconds, normal adults can recognize 72% of all the pictures, normal children can recognize 59%, and mentally retarded children can't recognize any of them.
When the picture presentation time is extended to 42 microseconds, normal adults can recognize 100%, normal children can recognize 95%, and mentally retarded children can only recognize 55%. This experiment shows that the perception of mentally retarded children is slow and slow. Related to this, children with mental retardation have narrow perception range and little information.
Current situation of China
20 14, 14, the Ministry of Education, the Development and Reform Commission, the Ministry of Civil Affairs, the Ministry of Finance and other seven ministries jointly issued the Special Education Promotion Plan (20 14-20 16). China is expected to basically popularize compulsory education for disabled children and adolescents by 20 16, and the enrollment rate of compulsory education for children and adolescents with visual, hearing and intellectual disabilities will reach over 90%.
It is stipulated that the standard of public funds in the per capita budget of special education schools in the compulsory education stage will reach 6000 yuan per year within three years. In the compulsory education stage, the public funds per student for regular classes, special education classes and door-to-door delivery shall be implemented with reference to the above standards.
