Interim Measures for the Administration of Chengdu Future Medical City

Article 1 (Purpose Basis)

In order to further promote the construction and development of Chengdu Future Medical City, these measures are formulated in accordance with the relevant provisions of laws and regulations and the Decision of the Standing Committee of Chengdu Municipal People's Congress on carrying out the pilot reform of statutory institutions. Article 2 (Scope of Application)

These Measures shall apply to the planning, construction, operation, development and management of Chengdu Future Medical City (hereinafter referred to as Medical City). The specific scope of the medical city is determined by the planning of the medical city. Article 3 (Basic Principles)

The construction of medical city should adhere to the leadership of the Party, follow the principle of dislocation coordination and complementary advantages, focus on the two overall orientations of future medical exploration and innovation frontiers and the integrated transformation model of medical Industry-University-Research, accelerate the construction of two industrial clusters with international characteristics, namely, demonstration medical care, sophisticated equipment and medicine, and strive to build an innovation-driven transformation medical platform to build a global high-level medical and health field bearing place and a high-level medical and health "leading pole". Article 4 (Management System)

Chengdu Future Medical City Administration (hereinafter referred to as the Future Medical City Administration) shall perform the duties of a statutory body and be responsible for the development, construction, operation management, industrial development and comprehensive coordination of the medical city. The future Medical City Management Bureau will be managed by Chengdu East New District Management Committee.

Administrative Committee of Chengdu East New District, relevant departments of jianyang city Municipal People's Government and towns (streets) are responsible for social affairs such as ecological environment, social security, public health, urban management, community development and governance of the medical city according to their respective responsibilities.

The relevant departments of the Municipal People's Government shall, in accordance with their respective responsibilities, support, guide and cooperate with the development, construction and industrial development of the medical city. Article 5 (Responsibilities of Statutory Organizations)

The future Municipal Administration of Medicine shall perform the following duties:

(1) To be responsible for strengthening strategic research and putting forward suggestions on policies and measures for the construction, reform and development of medical city;

(two) responsible for the planning of medical city according to the division of responsibilities;

(3) Take the lead in building an integrated factor allocation system for the medical city, and coordinate the allocation of talents, technology, land, projects, funds, services and other factors;

(four) responsible for the pharmaceutical city investment promotion, publicity and promotion, foreign cooperation and exchanges;

(five) the preparation of government industrial guidance policies, industrial analysis around the leading industries, and promote the carrier construction, resource gathering and the integration of production and city development;

(six) to formulate the construction plan of the infrastructure and supporting public service facilities in the medical city, organize the implementation after approval according to the procedures, and be responsible for the management;

(seven) to be responsible for the integration, construction, operation, maintenance and management of investment and financing of the pharmaceutical city;

(eight) to coordinate the relevant departments of the Municipal People's government, the relevant departments of the Chengdu East New District Management Committee and the town (street) to perform their respective duties in the work of the medicine city;

(nine) to undertake other matters determined by the Municipal People's government. Article 6 (Planning Management)

The regulatory detailed planning and special planning in the medical city shall be organized by the Future Medical City Administration in conjunction with the Planning and Natural Resources Department of Chengdu East New District Management Committee, and implemented after being submitted for approval according to the prescribed procedures.

The future Medical City Administration should exercise relevant planning and management functions according to the authorization.

The periphery of medical city should be planned and controlled according to the development needs of medical city.

If the construction project outside the medical city needs to occupy the land in the medical city, or it may have an impact on the development of the medical city, the relevant examination and approval authorities shall solicit the opinions of the future medical city administration when handling the examination and approval. Article 7 (Land Use)

The land purchasing and storage work of the Medical City shall be implemented by the future Medical City Administration in cooperation with relevant departments. In line with the conditions for the temporary use of reserved land, the idle state-owned land in Medicine City can be used for temporary lease or short-term business activities according to law. Article 8 (Investment and Procurement Management)

If the construction project in the medical city should be subject to tender, or if the medical city uses financial funds to purchase goods, projects and services, it should be subject to tender or government procurement according to law. Bidding or government procurement should be conducted on a unified platform. Article 9 (Government Services)

In the future, the Medical City Administration should innovate the service mode, simplify the procedures, improve the service efficiency, and provide standardized, convenient and efficient government services for market participants.

The relevant departments of the Administrative Committee of Chengdu East New District shall, in accordance with their duties, provide government services to natural persons, legal persons and unincorporated organizations in the Medical City, and support the future Medical City Administration to do a good job in the construction and development of the Medical City. Article 10 (Operation of Medical City)

In the future, the Administration of Medical City can use the state-owned land and assets in the Medical City according to law to establish a multi-level and multi-channel investment and financing system to raise funds for the development, construction and operation of the Medical City. Article 11 (Industrial Development Policy)

Encourage public hospitals to settle in the Medical City, and support public hospitals to provide brands, trademarks, patents, technologies, services and management to medical institutions in the Medical City according to law.

Encourage domestic and foreign capital to invest in medical institutions in the medical city. Support social forces to go deep into the field of specialty segmentation, invest in establishing brand specialty medical groups, and cultivate a number of specialty medical brands with competitive advantages.

National and provincial medical testing and evaluation institutions introduced by this Municipality have priority to settle in the Medical City, and support the introduction and cultivation of international advanced health management institutions, third-party testing institutions, medical tourism health care centers and other institutions.

Support the construction of advanced clinical medical research centers, clinical trial institutions and key laboratories in medical city, and establish medical colleges in conjunction with world-renowned medical colleges. Encourage domestic and foreign key scientific research institutes and medical colleges, state key laboratories and well-known enterprises to set up branches in the medical city. Support qualified high-level social medical institutions to set up clinical medical colleges, and promote the coordinated development of clinical, scientific research and teaching.

Support the multidisciplinary integration of new concepts, new models and new technologies, and support the development of intelligent medicine, precision medicine, holistic medicine and life cycle health management in medical city.
