(1) office. (3) Planning and Finance Department and Audit Department. To draw up the development plan of health undertakings in the whole province, formulate the allocation standards of health resources in the whole province, guide the development of regional health planning, and be responsible for the work of health statistical information; Responsible for formulating health economic policies and health financial management norms, guiding and promoting the reform of economic operation mechanism of public hospitals; To formulate the standards and planning of health equipment in this province, and be responsible for the examination and approval, supervision and management of large medical equipment; Responsible for the financial, infrastructure, state-owned assets supervision and audit work of provincial medical and health units; Put forward suggestions on policies such as medical service price, drug price and settlement of basic medical insurance expenses.

In view of the public health problems that seriously endanger the health of the people in the province, formulate major disease prevention and control plans, immunization plans and intervention measures and organize their implementation; Improve the prevention and control system of major diseases in the province in conjunction with relevant departments to prevent and control the occurrence of diseases and the spread of epidemics; To undertake the statutory reporting of information release on epidemic situation of infectious diseases; To formulate plans for equalization of basic public health services, and organize the implementation of basic public health services and major public health services; To undertake the specific work of the Office of the Provincial Public Health Working Committee and the Office of the Provincial patriotic health campaign committee.

(6) Rural Health Management Office. Organize the formulation of rural health development plans and policies, and guide the reform of rural health system and mechanism; Formulate standardized planning and service norms for rural health services to guide the equalization of basic public health services and basic medical services in rural areas; Responsible for the comprehensive management of the new rural cooperative medical system; Responsible for the management of rural doctors in the province.

To organize the formulation of policies, plans and supervise the implementation of maternal and child health care and the development of urban community health services; Formulate the standardized construction scheme and service specification of urban community health service, and guide the development of urban community health service; Responsible for the supervision and management of maternal and child health care, organize the prevention and reduction of birth defects and congenital disabilities, and guide and promote the equalization of maternal and child health care services.

(8) Medical Administration Department. Responsible for the examination and approval of medical institutions, blood collection and supply institutions, the examination and approval of medical technology access permits, and the qualification access of practicing doctors and nurses; To organize the formulation of relevant policies, norms and standards for medical quality and safety management; Participate in the management of clinical trials of drugs and medical devices; Responsible for organizing public health emergencies, medical assistance for emergencies and medical security for major events; To formulate policies and measures for urban hospitals to support primary medical and health institutions and organize their implementation; Formulate medical service evaluation and supervision norms, and be responsible for the supervision of medical services in the province; Promote the reform of the management system of public hospitals; Responsible for organizing technical appraisal work such as medical accidents.

(9) Food Safety Coordination and Supervision Department. Responsible for the comprehensive coordination of food safety; Organize the formulation of local food safety standards and undertake the filing of food safety enterprise standards; Responsible for the formulation of food safety management related systems and the organization of food safety monitoring and early warning; To undertake the release of major food safety information; Organize the investigation and handling of major food safety accidents; To undertake the specific work of the Office of the Provincial Food Safety Committee.

(10) Health Supervision Bureau. Responsible for the specific organization and implementation of centralized procurement of medical equipment in the province; Formulate business processes, work specifications and technical service standards for centralized procurement and distribution of medical devices in the province; Draw up the drug list of centralized procurement of medical equipment in the whole province; Establish an expert database for centralized procurement of medical equipment in the province; Responsible for the centralized procurement platform management of medical equipment in the province; Responsible for the daily supervision of the centralized procurement and trading process of medical devices in the province; Responsible for organizing the implementation of the national essential drug system.

(12) Department of Science and Technology Education. To formulate the development plan of medical and health science and technology education; Organize the implementation of key medical and health science and technology research projects and discipline construction plans; To guide the popularization of science and technology in the medical and health field; Study on technical standards of medical and health care; To undertake the supervision and management of biological safety in medical and health laboratories; Organize and guide health professional and technical post training; To undertake the organization of continuing medical education, general medical education and post-graduation medical education.

(thirteen) International Cooperation Office (Hong Kong, Macao and Taiwan office brand). To undertake the organization and guidance of foreign affairs in the health system of the whole province; Organize the introduction of science and technology, talents and funds in the field of health; Organize and implement foreign cooperation projects of health system; Responsible for managing the health cooperation activities of international and overseas NGOs in our province; Promote international cooperation and exchange of traditional Chinese medicine; Responsible for the national foreign aid medical tasks undertaken by our province; Undertake health cooperation and exchanges with Hong Kong, Macao and Taiwan.
