According to the Regulations on the Implementation of the Food Safety Law, a health certificate is required to apply for a food business license. Health certificate refers to the proof of preventive health examination, which proves that the examinee has the health quality to engage in the prescribed business. Therefore, applying for a food business license requires a health certificate.
