1. From March 4, 2020, overseas economic employees (including those who transfer to domestic flights or railways by land, the same below) must report their residence history, contact history and health status to their villages (communities) or units at the first time.

Three, foreign aid workers, must be 14 days of centralized isolation medical observation, special circumstances approved by the municipal epidemic prevention and control headquarters, can implement home isolation medical observation.

Four, since March 2020 18, the centralized isolation of overseas economic personnel shall be paid by individuals on a daily basis, and the expenses for isolation and treatment shall be implemented according to the relevant provisions of the leading group (headquarters) of the COVID-19 Provincial Committee of the Communist Party of China.

Five, overseas economic personnel should be timely through the "Jinan entry personnel information system" to truthfully declare and register, and use the "Jinan health green channel system" for identity health verification, and at the same time cooperate with the village (community) to carry out the follow-up work of returning home.

6. Hotels, hotels, etc. We should strictly fulfill the obligations of temporary registration and reporting of overseas economic practitioners. The reception unit, the village residence (community) and the lessor shall report the health status, activity track and contact personnel of overseas economic employees to the epidemic prevention and control department or the public security organ in a timely manner in accordance with the regulations.

Seven, the public security organs will strictly investigate the legal responsibility of the parties and their relatives or their units for not voluntarily reporting, deliberately concealing information or refusing to accept isolated medical observation, which leads to the spread of the epidemic and endangers public safety.

Eight, it is found that overseas aid workers do not declare information or are suspected of evading isolated medical observation, and encourage the masses to report to the public security organs or relevant epidemic prevention and control departments at the first time.

The Office of the Leading Group (Headquarters) of the COVID-19 Provincial Committee of the Communist Party of China recently issued a notice on the provisions on medical expenses for people outside Shandong in the process of preventing and controlling the COVID-19 epidemic. Regarding the medical expenses of COVID-19's overseas personnel, the notice is clear. Those who have entered the case and participated in the basic medical insurance, diagnosed and suspected patients will pay medical expenses according to the regulations, and the personal burden will be subsidized by the finance. The expenses incurred by overseas personnel entering Shandong during hospitalization in medical institutions shall, in principle, be borne by individuals, and those who meet the requirements of basic medical insurance shall be paid according to regulations. The medical expenses of those who did not participate in the basic medical insurance in the cases imported from overseas to Shandong were borne by the patients themselves; To participate in commercial insurance, the commercial insurance company shall pay in time according to the contract. For those who have not participated in the basic medical insurance and have difficulties in importing cases from abroad, medical assistance can be implemented in accordance with the Law on the Prevention and Control of Infectious Diseases and other laws and regulations.

Regarding the isolation expenses for foreigners entering Shandong, the Notice clarifies that if centralized isolation or home isolation measures are implemented for people entering Shandong from various countries and regions, the relevant expenses incurred will be paid by individuals. For the accommodation expenses incurred during the period of centralized isolation, the specific charging standard shall be formulated by the place where isolation is implemented in accordance with the principle of not higher than the same period of last year. If there are difficulties, the municipalities will give appropriate subsidies as appropriate after confirmation. Other expenses unrelated to epidemic prevention and control during centralized isolation shall be borne by the isolated personnel themselves. The transportation expenses to the centralized isolation point shall be borne by the local government.

Article 42 In the event of an outbreak or epidemic of infectious diseases, the local people's governments at or above the county level shall immediately organize forces to carry out prevention and control in accordance with the prevention and control plan and cut off the transmission route of infectious diseases. When necessary, it shall be reported to the people's government at the next higher level for decision, and the following emergency measures may be taken and announced:

(2) suspension of work, business or classes;

(three) closed or sealed public drinking water sources, food and related items contaminated by infectious disease pathogens;

(4) controlling or culling wild animals, domestic animals and poultry infected with the epidemic; (five) closed places that may cause the spread of infectious diseases.

Article 45 In the event of an outbreak or epidemic of infectious diseases, the State Council has the right to urgently mobilize personnel or reserve materials and temporarily requisition houses, vehicles and related facilities and equipment throughout the country or across provinces, autonomous regions and municipalities directly under the Central Government.
