1.Purpose
In order to protect the life safety of employees and electrical safety operation, to ensure safe power supply of production equipment, and to strengthen the technical management of the electrical system, this system is formulated.
2.Scope
This system is suitable for the electrical management of the liquefaction plant of Cangxi County Daitong Natural Gas Investment Co.
3. Management principles --- "three-three-two-three-five" management
3.1 "three-three-two-three-five" management refers to the "three votes, three charts, three definitions; five records, five protocols ".
The "three tickets" refer to the work ticket, operation ticket and temporary electricity ticket.
"Three diagrams" refers to the primary system diagram or analog diagram, the secondary wiring diagram, cable route diagram.
"Three fixed" refers to the periodic test, periodic cleaning and fastening, periodic maintenance of electrical equipment.
"Five records" refers to maintenance records, test records, operation records, accident records, equipment defect records.
"Five regulations" refers to the maintenance regulations, test regulations, operating regulations, safety regulations, accident handling regulations.
3.1.1 "three votes" management
Electrical operations are in accordance with the provisions of the "Electrical Safety Regulations", the strict implementation of the work ticket system.
Work ticket, temporary electricity ticket according to the company's relevant electrical management system.
The electrical engineer will check the implementation of the "three tickets" system once a month.
The retention period of work ticket, operation ticket and temporary electricity ticket is three months.
3.1.2 "Three Diagrams" Management
The electrical data room should have detailed high-voltage system diagrams, low-voltage system diagrams, high-voltage cable routing diagrams, secondary wiring diagrams and instruction manuals for each substation.
The high-voltage room should have the corresponding high-voltage system diagram or analog diagram on the wall, the substation or low-voltage room should have the corresponding primary system diagram on the wall, the shift duty should be maintained in the area of the substation's secondary wiring diagrams and electrical schematic diagrams or instructions for the use of special equipment. Drawings, objects, number should be "three counterparts". The main production equipment control cabinet should be affixed with the corresponding secondary wiring diagram.
Annual electrical engineers should be the substation or maintenance area of the three maps to carry out a check on the change part of the modification or redrawing.
3.1.3 "three" management
Monthly and annual test and overhaul (repair) plan by the electrical supervisor in accordance with the actual state of the equipment, combined with the test and overhaul cycle co-ordination arrangements, contact professional maintenance personnel to implement the maintenance or test work on a monthly basis.
Strictly according to the plan for regular maintenance of equipment (minor repair). When the high-voltage equipment for minor maintenance, the circuit of the secondary line must be synchronized with the cleaning, fastening, maintenance. High and low voltage motor overhaul, the circuit of the button, switch, contactor, thermal relay and vacuum switch (oil switch) must be synchronized maintenance and repair. The circuit of the secondary line must be synchronized with the cleaning and fastening, the circuit of the power cable, control cables must be synchronized with the insulation check, cable nose, terminal cable head, motor junction box synchronized inspection, a set of tasks to be completed at once.
The equipment under the jurisdiction of should do a good job of regular cleaning and fastening work, adhere to a good weekly inspection, and combined with routine maintenance.
Monthly by the electrical engineer of each class "three" work to check the completion of the situation. If the quality accident is caused by the lack of seriousness of regular maintenance and periodic test, the person will be assessed according to the economic responsibility system.
3.1.4 "five records" management
Shift must have the following records: overhaul records, operating records, test records, accident records and equipment defects records (protection of refusal to act, false alarms and defects found in the inspection, etc.). Where there is special care equipment, the team should also have special care records.
The following records must be made after the overhaul: overhaul records, test records, operation records, equipment defects records (if any remaining problems).
Record content should be true, fill out the timely, neat handwriting, no missing pages.
Operating records (handover log) at the end of each year to the company's data room unified archives. Test records in duplicate, one by the electrical engineer filed for safekeeping, the other should be filed in the month of the corresponding equipment files, major overhaul during the overhaul in January after the submission. Abnormalities in the test should be reported at any time. The test report is reviewed and signed and submitted to the data room archives.
3.1.5 "five procedures" management
overhaul procedures: Sinopec developed the "Petrochemical Equipment Maintenance and Overhaul Regulations".
Testing regulations: adopt the "Regulations for Preventive Testing of Electric Power Equipment" issued by the Ministry of Electric Power Industry in September 1996.
Safety Regulations: Adoption of March 1991 issued by the Ministry of Energy, "Electricity Safety Regulations".
Accident Handling Regulations: The Electric Accident Handling Regulations are adopted.
Operation Regulations: Adoption of Electrical Operation Regulations
