Pre-tender estimate refers to all the expenses required by the tenderer to complete the project subject to tender according to the specific conditions of the project subject to tender. It is the project cost calculated according to the valuation basis and method stipulated by the state and the expected price of the construction project by the construction tenderer.

2. What is the basis for compiling the pre-tender estimate price?

(6) Geological and hydrological exploration data of the construction site, site environment and conditions, and relevant information reflecting the corresponding situation.

(7) Market price information of labor, materials, equipment, construction machinery and other elements, as well as national or local regulations on policy price adjustment documents.
