2. Second Customs anti-smuggling police cadre exchange to follow the following principles:
(a) with the training of cadres;
(b) with the optimization of the leadership team structure and give play to the cadre's strengths;

(d) with the anti-smuggling work needs to be combined;
(e) with the strengthening of the party's clean government.
Chapter II exchange
Article 3 of the Customs anti-smuggling police cadres exchange is divided into the Customs system within the Customs system and the Customs system outside the exchange.
Article 4 The exchange within the customs system, including exchange within the customs area, across the customs area.

Chapter III Exchange Objects
Article VI Customs anti-smuggling police cadres exchanges mainly refers to the customs anti-smuggling police at all levels of leadership cadres.
Article VII of the following circumstances, must be exchanged:

Article VIII of the following circumstances, there should be planned exchanges:
(1) in the same directly under the Customs Anti-Smuggling Bureau as the director, political commissar, deputy director of the position for more than five years;
(2) directly under the Customs Anti-Smuggling Bureau of the leaders of the internal division, subordinate Customs Anti-Smuggling sub-bureau leaders, as well as the leaders of the section-level agencies set up within the above institutions, working in the same position for more than three years ;
(c) other reasons for the need to exchange.
Article 9 The following personnel are generally no longer exchanged across customs regions:
(1) Deputy departmental bureau-level leading cadres aged 55 years or older;
(2) Division-level leading cadres aged 50 years or older;
(3) Section-level and below leading cadres aged 45 years or older.
Special circumstances require exchange, in accordance with the customs anti-smuggling police cadre management authority to determine otherwise.
Article 10 of the following circumstances, the exchange will be suspended:
(a) the assessment was determined to be incompetent;
(b) due to health reasons can not adhere to normal work;
(c) suspected of violating discipline and law, is under organizational review has not yet reached a conclusion;
(d) the position of a more specialized or anti-smuggling work special needs. (d) the position of specialized or special needs of anti-smuggling work.
Article 11 The cadres who are no longer exchanged or whose exchanges are suspended in accordance with the regulations shall have their work adjusted under different circumstances.
Article XII from other departments of the Customs exchange to the anti-smuggling department of cadres, must meet the conditions of the first people's police rank, in accordance with the relevant provisions of the corresponding rank; from the anti-smuggling department of the cadres exchanged to other departments of the Customs, in the period of exchange to retain the rank of the police rank, do not handle the promotion of the rank of the police.
Chapter IV exchange period
Article XIII of the Customs anti-smuggling police cadres, in principle, in accordance with the term of office of leading cadres to implement the provisions of the year.
Article XIV of the cross-customs exchange period in accordance with the following standards:
(a) deputy bureau-level leading cadres generally four years;
(b) division-level, section-level leading cadres generally three years;
(c) the other cadres generally two years;
(d) by the customs of the coastal areas exchanged to the customs of the border ethnic minority areas The term of exchange of anti-smuggling police cadres is generally 3 years; the term of exchange of anti-smuggling police cadres from the Customs of inland remote areas to the Customs of coastal areas is generally 1 year.
Article XV of the Customs anti-smuggling police cadres who go outside the system to work out the term of office is generally two years.
Article XVI due to work needs or special circumstances, may be appropriate to extend or shorten the period of cadre exchange.
Chapter V Organization, implementation and management
Article XVII of the Customs anti-smuggling police cadres exchange should be carried out under the leadership of the party group, in accordance with the authority of cadre management, hierarchical responsibility, organized and implemented by the personnel department.

Article 18 of the Customs anti-smuggling police leading cadres of the exchange should be strictly in accordance with the relevant provisions of the number of leadership team, shall not be equipped with more than the number of posts.

Article 20 The exchange of cadres should be within half a month after receiving the notice of exchange.

Article 22 The promotion of exchange cadres during the exchange period shall be handled by the current unit in accordance with the authority of cadre management, but the opinions of the original unit of the cadre shall be sought before approval or ratification, and the notification of appointment and other relevant materials shall be copied to the original unit in a timely manner after the appointment. Article 23 of the implementation of the tenure system of exchange of leading cadres, need to be written two months before the expiration of the term of office work report, and in the Customs (Bureau, Department) will report on the term of office of the work of the unit above the level of the main person in charge of the unit should also be subject to the outgoing audit and the unit of the public comments. Chapter VI Supporting Measures
Article 27 of the exchange of cadres across the customs area of wages, allowances, bonuses, welfare benefits in accordance with the principle of "high, not low, and do not repeat the enjoyment of" by the original unit. If the regional standard of the original unit is lower than that of the current unit, the difference shall be paid by the current unit. The daily welfare benefits and local allowances in kind for the exchanging cadres shall be issued by the current unit in accordance with the standards for cadres of the same rank in the current unit.
Article 28 The travel, accommodation and medical expenses of the exchanged cadres shall be reimbursed by the current unit in accordance with the regulations.
The cadres exchanged across the customs area shall be entitled to meal allowance in accordance with the relevant regulations of the Ministry of Finance, and if the standard of the location is higher than the stipulated standard, it shall be implemented in accordance with the standard of the location. The meal allowance for the cadres exchanged within the customs area shall be determined by the customs units directly under the Customs according to the actual situation.

Article 29 The cadres exchanged to Lhasa and other highland and alpine areas of the Customs, by the original unit of a one-time payment of appropriate subsidies. Article 30 of the exchange of cadres across the customs area in accordance with the provisions of the family visit leave. Family visit leave can be taken at once, can also be combined with the national statutory holidays in sections, but generally shall not exceed three times a year. Family visit transportation costs are reimbursed by the current unit in accordance with the regulations; some of the ministries are not on leave, the spouse's family visit transportation costs can be reimbursed by the cadre's current unit.
Article 31 of the exchange of cadres across the customs district of housing, living equipment and rent, utilities and other costs in accordance with the "General Administration of Customs on the settlement of the exchange of cadres living room notice" (Department of Finance [2000] No. 273) the relevant provisions.
Article 32 The leading cadres at all levels and organization and personnel departments should be concerned about the exchange of cadres, to help resolve the worries. Exchange cadres have difficulties in family life, depending on the circumstances of the appropriate subsidies; children's school enrollment, employment and other difficulties, the original unit should be within the scope of the policy to assist in resolving as far as possible.
Article 33 The exchange of cadres after the expiration of the exchange period, the original unit should be properly arranged in a timely manner. Cadres who have worked in difficult areas and made outstanding achievements shall be given priority in promotion and use.
Chapter VII Discipline
Article 34 The Customs Anti-Smuggling Bureau directly under the Customs and Excise Department shall strictly follow the regulations and procedures for the exchange of cadres, and shall not allow individuals or a few people to designate the exchange targets, or promote cadres by means of exchanges, or take advantage of the exchanges to take reprisals against the cadres, or exclude dissenters, or gang up on the cadres, and shall deal with the offenders seriously.
Article 35 The Customs anti-smuggling bureaus directly under the Customs and leading cadres at all levels must establish a global concept, shall not refuse or obstruct the higher authorities to send in or transfer out the exchange of cadres, violators will be seriously dealt with.
Article 36 The leading cadres at all levels must establish a sense of exchange, strictly abide by the exchange regulations, and those who refuse to comply with the decision of exchange without special reasons shall be removed from office.
Article 37 After the exchange of cadres, are not allowed from the original unit with the staff and carry transportation, communication tools and other public **** items.
Chapter VIII Supplementary Provisions
Article 38 These provisions shall be interpreted by the Anti-Smuggling Bureau of the General Administration of Customs and Excise.
Article 39 These provisions shall come into force on the date of issuance. Other provisions inconsistent with these provisions, the provisions shall prevail.
