Institutions engaged in animal diagnosis and treatment activities, shall have the legal conditions, to obtain the people's governments at or above the county level of the veterinary administrative department issued by the animal diagnosis and treatment license, and in the prescribed scope of diagnosis and treatment activities to carry out animal diagnosis and treatment activities.

Article 39 of the animal diagnostic and treatment institutions shall strictly implement the relevant animal diagnostic and treatment operation specifications, the use of veterinary drugs and veterinary instruments in accordance with national regulations, and do a good job in the diagnostic and treatment activities in the health and safety protection, disinfection, isolation, disposal of diagnostic and treatment wastes, as well as diagnostic and treatment records and other work.
Rural veterinarians engaged in animal diagnostic and treatment activities in the countryside, shall be registered in accordance with the provisions.
Article 40 Animal diagnostic and therapeutic institutions shall not engage in the following acts:
(1) Employing personnel who have not obtained the qualification certificate of practicing veterinarians or who have not gone through the registration procedures to engage in animal diagnostic and therapeutic activities;
(2) Disposing of diseased or dead animals, animal pathological tissues, or medical wastes at will;
(3) Discharging without harmless treatment or treatment of substandard diagnosis and treatment of wastewater;
(d) the use of fake or inferior veterinary drugs;
(e) engaged in the operation of veterinary biological products;
(f) no diagnosis and treatment records;
(g) other violations of the relevant provisions of the State.
