Chapter II Vehicles and Drivers
Section 1 Motor Vehicles and Non-motor Vehicles
Article 8 The State practices a motor vehicle registration system. Motor vehicles can only be driven on the road after being registered by the traffic management department of the public security organ. If an unregistered motor vehicle needs to travel on the road temporarily, it shall obtain a temporary pass permit.

Article 5 A motor vehicle owner who applies for a motor vehicle number plate and driving license for the first time shall apply for registration with the motor vehicle management office at his domicile.
Article 7 When applying for registration, the owner of a motor vehicle shall fill in an application form, submit the motor vehicle for inspection, and submit the following documents and vouchers:
(a) the identity certificate of the owner of the motor vehicle;
(two) proof of the origin of motor vehicles such as car purchase invoices;
(3) The factory certificate of the whole motor vehicle or the import certificate of the imported motor vehicle;
(four) vehicle purchase tax payment certificate or tax exemption certificate;
(five) motor vehicle traffic accident liability compulsory insurance certificate;
(six) proof of payment or exemption of travel tax;
(7) Other certificates and vouchers required by laws and administrative regulations when registering motor vehicles.
Motor vehicles that are not allowed to be imported by the customs and those that are exempted from safety and technical inspection as stipulated by the competent department of motor vehicle products in the State Council shall also submit the certificate of safety and technical inspection of motor vehicles.
The vehicle management office shall, within two days from the date of accepting the application, confirm the motor vehicle, check the rubbing film of the vehicle identification code, review the documents and vouchers submitted, and issue the motor vehicle registration certificate, license plate, driving license and inspection mark.
Chapter three? other terms
Article 45 If a motor vehicle needs to travel on the road temporarily under any of the following circumstances, the owner of the motor vehicle shall apply to the vehicle management office for a temporary driving license plate:
(1) Not sold;
(two) the motor vehicle obtained by purchase, transfer, gift, etc. is not registered;
(3) Scientific research and stereotype test;
(four) special motor vehicles whose axle load, total mass and overall dimensions exceed the national standards and are not registered.
Article 46? ? When applying for a temporary driver's license, the owner of a motor vehicle shall submit the following documents and vouchers:
(a) the identity certificate of the owner of the motor vehicle;
(two) motor vehicle traffic accident liability compulsory insurance certificate;
(3) In case of any of the circumstances specified in Items (1) and (4) of Article 45 of these Provisions, the factory certificate of the whole vehicle or the import certificate of the imported motor vehicle shall also be submitted;
(4) In the case of Item (2) of Article 45 of these Provisions, the certificate of origin of the motor vehicle, the ex-factory certificate of the whole motor vehicle or the import certificate of the imported motor vehicle shall also be submitted;
(5) In case of the circumstances specified in Item (3) of Article 45 of these Provisions, a written application and a certificate of motor vehicle safety technical inspection shall also be submitted.
The vehicle management office shall, within one day from the date of acceptance, examine and submit the certificates and vouchers that belong to the situations specified in Item (1) and Item (2) of Article 45 of these Provisions and need to travel temporarily within their respective administrative areas, and issue a temporary driving license plate with a validity period of not more than 15 days; If it is necessary to drive temporarily across administrative regions, a temporary driving license plate with a validity period of no more than 30 days shall be issued. Under the circumstances specified in Item (3) and Item (4) of Article 45 of these Provisions, a temporary driving license with a validity period of no more than 90 days shall be issued.
If the license plate cannot be issued within the prescribed time limit due to reasons such as license plate making, the vehicle management office shall issue a temporary driving license plate with a validity period of not more than fifteen days.
With the provisions of Article 45 (1) and (2) of the provisions of one of the circumstances, motor vehicle owners need to apply for a temporary driving license plate for many times, the vehicle management office issued a temporary driving license plate shall not exceed three times.
Chapter V Supplementary Provisions

1. The domicile of the unit is the address where its main office is located;
2. The domicile of an individual is the address recorded in his identity certificate. The domicile of a mainland resident living in a temporary residence is the address recorded in the residence and temporary residence permit issued by the public security organ.

Article 9? To apply for a residence permit, you should submit your ID card, photo, residential address, employment, schooling and other supporting materials to the local police station or the community service agency entrusted by the public security organ.
Proof of residential address includes house lease contract, house title certificate, house purchase contract or accommodation certificate issued by lessor, employer and school, etc. Employment certificates include industrial and commercial business licenses, labor contracts, labor relations certificates issued by employers or other materials that can prove legal and stable employment; Proof of attendance includes student ID card and other materials issued by the school that can prove continuous attendance.
/kloc-minors under the age of 0/6, elderly people with mobility difficulties, disabled people, etc. , you can apply for a residence permit by your guardian or close relatives. If the guardian or close relative handles it on his behalf, he shall provide the legal and valid identity documents of the client and agent.
The applicant and the issuer of the relevant certification materials shall be responsible for the authenticity and legality of the certification materials stipulated in this article.
If the application materials are incomplete, the police station or community service agency entrusted by the public security organ shall inform the applicant of the materials that need to be supplemented at one time.
For those who meet the conditions for applying for residence permit, the public security organ shall make and issue residence permit within 15 days from the date of acceptance; In remote areas, inaccessible areas or due to special circumstances, local people's governments at or above the municipal level with districts may extend the time limit for issuing residence permits on schedule, but the extension period shall not exceed 30 days.
Thirteenth residence permit holders enjoy the following facilities at their place of residence:
(a) in accordance with the relevant provisions of the state for entry and exit documents;
(two) in accordance with the relevant provisions of the state, the replacement of identity cards;
(3) Motor vehicle registration;
(4) apply for a motor vehicle driver's license;
(five) to sign up for the vocational qualification examination and apply for the granting of vocational qualifications;

Citizens who leave their permanent residence, live in other cities and apply for temporary registration for more than half a year, have legally stable employment, legally stable residence and continuous study may apply for residence permits:
1. Legal and stable employment: employment in state organs, social organizations, enterprises and institutions, or other production and business activities in the place of residence;
2. Legally stable residence: houses with legal ownership, rented houses or dormitories of employers or schools in the residence;
3. Continuous study: persons who have obtained student status and are studying in full-time primary schools, middle schools, secondary vocational schools or ordinary colleges and universities in their places of residence.
(3) Seriously prepare for the issuance of residence permits.
All localities should further strengthen the registration management of temporary residents and issue registration certificates free of charge for temporary registration personnel; It is necessary to establish and improve the floating population coordinator team with full financial budget guarantee, and assist in the specific work of temporary population registration. The public security organs should further clarify the conditions for applying for residence permits, unify the calculation method of residence years, do a good job in bidding and purchasing the equipment and raw materials related to residence permits, actively promote the construction of the acceptance window of residence permits, and ensure that the management of documents such as application, acceptance, production, issuance and endorsement of residence permits is carried out in an orderly and timely manner. All equipment and raw materials related to residence permit should be purchased and installed before June 20th this year. 165438, the construction of residence permit acceptance window can be postponed in a planned and step-by-step manner. The funds needed for management and construction are included in the government's financial guarantee. The funds needed for cities and longwen district are borne by the municipal and district finance, and all other areas are borne by the county finance or the development zone (investment zone) management committee.

Clear responsibility
The people's governments at all levels in this Municipality shall strengthen the leadership, organization and coordination of residence registration and residence permit management, and do a good job in the implementation of the residence permit system. Development and reform, education, public security, health and family planning departments shall, according to their respective responsibilities, do a good job in the protection, service and management of the rights and interests of residence permit holders. Residents' committees, villagers' committees, employers, schools, lessors and other units or individuals shall assist in accepting and issuing residence permits. Specifically:
The development and reform department is responsible for incorporating the work of providing basic public services and convenience for residence permit holders into the national economic and social development plan.
The education department is responsible for incorporating the compulsory education of the children of residence permit holders into the local education development plan, and ensuring that the children of residence permit holders enjoy the equal right to receive compulsory education with the children of permanent residents.
The public security department is responsible for the management of the application, acceptance, production, issuance and endorsement of residence permit.
The civil affairs department is responsible for the holder of residence permit to enjoy the same preferential treatment as the local elderly in accordance with the regulations.
The judicial administrative department is responsible for the holders of residence permits to enjoy the same treatment as local residents when applying for public legal services such as legal aid and people's mediation.
The financial department is responsible for bringing the funds required for the implementation of the residence permit system into the financial budget at the same level and ensuring it, and ensuring the basic public services and convenience-related funds of residence permit holders.
The human resources and social security departments are responsible for providing employment services and social insurance services equal to those of permanent residents for holders of residence permits.
The land department is responsible for protecting the rights and interests of rural immigrants who have acquired land in rural areas, especially the holders of residence permits.
The housing and urban-rural construction department is responsible for issuing housing lease registration certificates for the parties applying for housing lease registration, ensuring that the holders of residence permits have the right to deposit, withdraw and use the housing provident fund in accordance with the regulations, and gradually bringing the holders of residence permits who have lived for a certain number of years and meet the relevant conditions into the scope of housing security and other related work.
The health and family planning department is responsible for bringing residence permit holders into the scope of basic public health services. Do a good job in family planning publicity and education and family planning technical services for residence permit holders.
Science and technology department, responsible for residence permit holders and local registered population to enjoy the same policies and preferential treatment in the field of science and technology.
The press and publication department of culture, radio, film and television is responsible for the holders of residence permits to enjoy relevant public cultural services free of charge, actively carry out publicity work, and guide the media to accurately interpret the residence permit system and related supporting measures.
The sports department is responsible for the holders of residence permits to enjoy the same rights and services as the local registered population in our city.
The comprehensive management department is responsible for incorporating the implementation of the residence permit system into the comprehensive management evaluation and promoting the implementation of various work measures.
The letter department is responsible for promoting the integration and sharing of information among residence permit holders across departments and regions, and providing information support for the full coverage of the permanent population of basic public services.
Other relevant departments are responsible for the residence permit holders and the local registered population to enjoy the same policies and preferential treatment in related management services.
(2) Providing basic public services and facilities.
2. Persons holding residence permits in our city enjoy the following conveniences at their place of residence:
(1) The public security organ of the people's government at or above the county level shall handle ordinary passports, Hong Kong and Macao passes and endorsements, and Taiwan passes and endorsements (except for those who settle in Taiwan). (Responsible unit: Public Security Bureau)
