Measures for the Implementation of the Law of the Chinese People's **** and State Red Cross Society in Qinghai Province (Revised 2019)

Article 1 These Measures are formulated in order to implement the Law of the Red Cross Society of the People's Republic of China*** and the State of China, to promote the development of the Red Cross cause, and to take into account the actual situation of this province. Article 2 The Red Cross Society at or above the county level is a local organization of the Red Cross Society of China, a social assistance group engaged in humanitarian work, and acquires the legal personality of a social organization in accordance with the law.

Local Red Cross societies are established at and above the county level according to administrative regions, with full-time staff.

The Red Cross societies at higher levels guide the work of the Red Cross societies at lower levels. Article 3 The people's governments at or above the county level shall incorporate the cause of the Red Cross into their national economic and social development plans, gradually increase their financial investment in the cause of the Red Cross, support and subsidize the Red Cross societies, and ensure that the societies perform their duties in accordance with the law.

The people's governments at or above the county level shall support the work of the Red Cross within their respective areas of responsibility, including development and reform, finance, emergency management, civil affairs, education, health and other relevant departments. Article 4 The people's governments at or above the county level shall support the Red Cross to participate in undertaking government-purchased humanitarian aid services such as emergency rescue training, social assistance, pension services, social work services, poverty alleviation, disaster prevention and mitigation, disaster preparedness and relief, and volunteer services. Article 5: The people's governments at or above the county level shall incorporate Red Cross emergency relief work into the government's disaster emergency response system, include the construction of Red Cross disaster-preparedness and relief centers or material reserve depots in their local disaster-prevention and disaster-reduction plans in accordance with their actual needs, and support Red Cross societies in constructing and maintaining the infrastructure necessary for disaster-preparedness and relief, stockpiling the materials necessary for disaster relief and upgrading the capacity to provide rescue, relief and assistance. Article 6 The Red Cross societies at or above the county level shall support and guide organs, enterprises and public institutions, townships, streets, villages, communities, schools, medical institutions and other social organizations in the establishment of Red Cross grass-roots organizations, the development of Red Cross volunteers, and the carrying out of Red Cross work in accordance with law. Article 7 The provincial Red Cross Society, under the guidance of the Red Cross Society of China and the provincial people's government, shall, in accordance with law, carry out exchanges and cooperation with the Red Cross Societies of Hong Kong, Macao and Taiwan, as well as with the local Red Cross and Red Crescent societies of various countries. Article 8 The people's governments at or above the county level shall, in accordance with the relevant provisions, commend and reward units and individuals who have made outstanding contributions to the cause of the Red Cross. Article 9 Red Cross societies at or above the county level shall establish councils and supervisory boards in accordance with law. The councils and supervisory boards shall be elected by the general assembly of members, be responsible to the general assembly and report on their work, and be subject to its supervision.

The Executive Committee is the permanent executive body of the Council, presiding over the day-to-day work of the Red Cross Society; its composition is determined by the Council, and it is responsible to the Council and reports on its work. Article 10 The members of the supervisory committee of the Red Cross at or above the county level shall consist of representatives of the departments of finance, emergency management and civil affairs, donors and volunteers. Its duties are:

(1) to supervise the work of the Red Cross Council and Executive Committee at the same level in accordance with the relevant laws, regulations and statutes;

(2) to supervise the implementation of the resolutions of the general meeting of the members by the Council, and the resolutions of the Council by the Executive Committee;

(3) to invite third-party auditing organizations to conduct audits of the financial revenues and expenditures, asset management and project implementation;

(4) to invite third-party auditing institutions to conduct audit;

(d) informing the Council of the supervision situation and reporting to the general meeting of members. Article 11 The Red Cross societies at or above the county level shall perform the following duties:

(1) publicizing and implementing the Law of the People's Republic of China on the Red Cross Society of the People's Republic of China*** and the State of China, as well as the relevant laws and regulations;

(2) carrying out the work related to rescue and disaster relief, and establishing a Red Cross emergency rescue system. In natural disasters, accidents and calamities, public **** health incidents and other emergencies, it provides emergency rescue and humanitarian aid to the sick and injured and other victims;

(3) popularizing mass primary care, emergency risk avoidance and knowledge of disease prevention, carrying out emergency care training, and organizing volunteers to take part in on-site care;

(4) participating in, and promoting, non-remunerated blood donation, and cadaveric body and human organ donation publicity and mobilization, registration, donation witnessing, humanitarian aid, remembrance and commendation, etc.;

(v) participating in carrying out publicity and mobilization for hematopoietic stem cell donation, collection of blood samples, information entry, confirmation of pledges, donation services, follow-up follow-up, and other related work;

(vi) organizing and carrying out Red Cross volunteer services and Red Cross youth work;

(vii) assisting the People's Government at its level in the supervision and management of the use of the Red Cross emblem;

(h) disseminating international humanitarian law and publicizing the basic knowledge of the International Red Cross and Red Crescent Movement;

(i) completing matters entrusted to it by the People's Government at the same level and the Red Cross societies at higher levels;

(j) carrying out other humanitarian service activities related to its duties. Article 12 The Red Cross societies at or above the county level shall keep special accounts for financial funds, social donations and materials, earmark them for specific purposes, and manage them in a categorized manner. Actual expenditures arising from the use of donated funds to carry out humanitarian relief work shall be charged to the donated funds in accordance with the relevant provisions. Article 13 The Red Cross at or above the county level shall, in accordance with law, conduct fund-raising activities in the administrative areas to which it belongs by setting up Red Cross donation boxes. Provincial Red Cross fund-raising activities shall be organized and implemented by the provincial Red Cross Society.

Public fund-raising activities conducted through the Internet shall be published on the unified or designated charitable information platform of the civil affairs department, and public fund-raising information may also be published on the official website of the Red Cross, microblogs, weibo, microblogs, mobile clients, and other online fund-raising platforms.
