Inspection procedure:
1, plan and determination
The city's product quality supervision and inspection plan shall be compiled by the Quality Supervision and Administration Bureau, audited by the competent director and approved by the Provincial Bureau of Quality and Technical Supervision.
2. Task allocation
The quality supervision and management office shall organize the implementation of the plan every quarter according to the determined plan, and issue a notice of supervision and inspection tasks for the next quarter at the end of last quarter.
3. Sampling work
The quality inspection institution undertaking the inspection shall show the inspected unit the notice of supervision and inspection tasks issued by this bureau and the valid certificates (inspector certificates) of sampling personnel (not less than 2 persons). If the above two certificates are incomplete, the inspected unit has the right to refuse sampling.
Sampling should take the form of surprise spot check, and shall not be leaked to the inspected unit in advance. The samples shall be sealed and stamped with the official seal of the inspection agency.
For products produced according to enterprise standards, it is necessary to review whether the standards are filed according to law, and when necessary, the inspected unit may provide standards (copies) as the inspection basis for enterprise products.
For the products subject to production license management and compulsory safety certification management by the state, it is necessary to examine whether the enterprise has obtained the production license (and verify whether it is within the validity period) or whether it has passed the safety certification, and fill in the inspection record in the remarks column of the sampling list.
4, inspection work
Quality inspection institutions shall undertake supervision and inspection tasks in strict accordance with the system stipulated in the quality manual of quality inspection institutions, ensure the fairness, scientificity, accuracy and timeliness of inspection work, and bear legal responsibility for the inspection conclusions issued by them.
During the inspection, inspection institutions and personnel shall not disclose the inspection situation. Without approval, the quality inspection agency shall not publish the inspection results in any form, and keep the technical secrets for the inspected units to ensure that their intellectual property rights are not infringed.
5. Notice and approval of inspection conclusion
After the inspection, the inspection agency shall deliver the product inspection report to the inspected unit. If the inspection conclusion is unqualified, the enterprise shall be informed at the same time that it has the right and time limit to raise objections, and the inspected unit may be notified for approval in the form of the Notice of Approval of Unqualified Conclusions, and then the inspection report shall be delivered.
If the enterprise has any objection to the inspection conclusion, the inspection institution shall carefully study the contents of the objection and reply in time. If the original inspection conclusion is indeed misjudged or misjudged, it shall be corrected.
If an enterprise requests arbitration for the inspection conclusion, it shall be accepted by the quality supervision and management office. The quality arbitration inspection fee shall be paid in advance by the applicant and the responsible party.
If the inspected unit fails to raise any objection or apply for arbitration inspection within the prescribed time limit, it shall be deemed as accepting the inspection conclusion.
6, sample processing
After the end of the inspection, after the expiration of the storage period of the samples, except for the loss part of the inspection and the provisions of laws and regulations, the remaining samples shall be notified to the inspected unit to receive them within 30 days; If it is not collected within the time limit, it will be treated as ownerless.
