Environmental protection, construction, planning, land, public security, transportation, real estate, gardening and other administrative departments shall, in accordance with their respective statutory duties, do a good job of construction waste disposal management related work. Article 4 Article 4 The disposal of construction waste in the city shall follow the principles of minimization, resource utilization and harmlessness. ?
The units and individuals who produce construction waste shall fulfill the obligation of disposal. ? Article 5 The government encourages the research and promotion of the application of comprehensive utilization of construction waste. ?

Article 6 The municipal urban management and administration and law enforcement departments shall fulfill the following duties in the management of construction waste disposal: ?

(b) according to the city construction, construction, reasonable arrangements for various types of construction projects need to backfill construction waste; ?
(3) organizing the construction and management of construction waste disposal sites and construction waste dumping and transfer facilities; ?

(v) to the comprehensive utilization of construction waste, comprehensive utilization of construction waste products in the use of outstanding achievements in the units and individuals to give recognition and reward. ? Article 7 the unit of disposal of construction waste, shall submit a written application to the municipal urban management and administration and law enforcement departments, approved and agreed to before disposal. ?
The specific conditions for the approval of the disposal of construction waste shall be implemented in accordance with the "Provisions of the Ministry of Construction on the Conditions of Fifteen Administrative Licenses Incorporated into the Decision of the State Council".
The municipal urban management and administration and law enforcement departments shall, within 10 working days after receipt of the application for disposal, make a decision on whether to approve, to be approved, the issuance of approval documents; disapproved, the applicant shall be notified, and a written explanation of the reasons.? Article 8 It is prohibited to alter, sell, rent, loan or other forms of illegal transfer of construction waste disposal approval documents.? Article 13 No unit or individual shall dump construction waste into domestic garbage.?
No unit or individual shall dump medical waste, toxic and harmful chemicals, or hazardous waste into construction waste. ? Article 14 The construction unit and construction unit shall dispose of the construction waste in strict accordance with the provisions of these Measures, and the construction waste shall be handed over to the unit which is approved to engage in the disposal of construction waste for disposal. ?
No unit or individual shall dump, throw or pile up construction waste at will.
No unit or individual shall set up a construction waste disposal site without authorization. ? Article 15 The municipal, county and district urban management and administration law enforcement departments shall strengthen the management and maintenance of construction waste disposal sites and construction waste dumping and transfer facilities to ensure their normal operation and use. ? Article 16 violation of these measures, one of the following circumstances, by the city, county, district urban management and law enforcement departments shall be punished in accordance with the following provisions; causing damage, shall bear the liability for compensation; constitutes a crime, by the judicial organs shall be held criminally responsible:?
(a) violation of the provisions of Article 7, unauthorized disposal of construction waste without approval, shall be ordered to make corrections within a specified period of time; overdue corrections, shall be given a warning, and impose a fine of 5,000 yuan or more than 30,000 yuan, and impose a fine of 200 yuan on an individual;
(b) violation of the provisions of Article 8, alteration, resale, rental, loan, or other forms of illegal transfer of the disposal of construction waste Approved documents, a warning, the unit and impose a fine of 2,000 yuan or more than 20,000 yuan, and individuals and impose a fine of 200 yuan; ?
(3) violation of the provisions of Article 9, individuals who fail to collect and dump construction waste in accordance with the provisions, shall be ordered to make corrections within a certain period of time; failing to do so, a warning shall be issued and a fine of 200 yuan; ?
(4) violation of the provisions of Article 11, the construction waste disposal unit does not use a vehicle equipped with a closed, covered device for the transportation of construction waste or discarded or spilled construction waste, shall be ordered to make corrections within a certain period of time; failing to do so, shall be given a warning and fined not less than $300 and not more than $3,000; ?
(E) violation of the provisions of Article 11, the disposal of construction waste disposal unit beyond the approved scope of disposal of construction waste, shall be ordered to make corrections within a certain period of time; failing to do so, shall be given a warning, and impose a fine of 500 yuan to 5,000 yuan; ?
(6) violating the provisions of Article 13, paragraph 1, dumping construction waste into domestic waste, ordered to make corrections within a certain period of time; failing to make corrections after the expiration of the period of time, shall be given a warning, and impose a fine of 500 yuan or more than 5,000 yuan for the unit, and a fine of 200 yuan for the individual;
(7) violating the provisions of Article 14, paragraph 1, the construction unit, the construction unit fails to comply with the provisions of the disposal of construction waste. Ordered to make corrections within a certain period of time; if it fails to do so, a warning shall be issued and a fine of not less than 5,000 yuan and not more than 20,000 yuan shall be imposed; ?
(H) violation of the provisions of Article 14, paragraph 2, dumping, throwing or piling up construction waste, ordered to immediately remove, and impose a warning, and impose a fine of 5,000 yuan of more than 20,000 yuan on the unit, and impose a fine of 200 yuan on an individual; ?
(IX) violation of the provisions of Article 14, paragraph 3, the unauthorized establishment of construction waste disposal site, ordered to make corrections within a certain period of time; overdue correction, a warning, and impose a fine of more than 2,000 yuan of less than 20,000 yuan. ?
