The Decision of the People's Government of Qiannan Prefecture on Cancellation and Adjustment of a Batch of Administrative License Items has been adopted by the 64th Standing Meeting of the People's Government of Qiannan Prefecture on April 21, 2016, and is now hereby promulgated to come into effect from the date of promulgation.

Administrative License Items
After study, the People's Government of Qiannan Prefecture decided to cancel and adjust a batch of administrative license items. Among them, 11 administrative licensing items are canceled, 31 administrative licensing items are decentralized, 10 administrative licensing items are changed in management mode, and 125 administrative licensing items continue to be implemented.
Counties (cities), the state departments should unswervingly deepen the reform of the administrative approval system, promote decentralization, decentralization, change government functions. At the same time, constantly improve the administrative approval supervision and control mechanism, strengthen the supervision of the operation of the administrative approval authority, and constantly improve the scientific, standardized, rule of law level of government management. For the cancellation of the administrative approval project, we must strengthen the supervision after the event to prevent the emergence of a management vacuum, and shall not be in any form disguised as the implementation of administrative approval; for the devolution of management-level administrative approval project, the state organs should strengthen the business guidance, training and supervision and inspection of the undertaking authorities to prevent the work of the disjointed, the undertaking authorities should be sorted out one by one, a clear undertaking institutions, improve the supporting systems and standardize the approval process, and do a good job of preparing for the undertaking of the work. Do a good job in the preparatory work for the takeover.
Government Decree No. 24 issued by the state people's government on October 13, 2013, has decided to cancel and adjust a number of administrative licensing projects. In case of inconsistency between Government Order No. 24 and this Government Order, this Order shall prevail.
