"Standard for Health Care in Nurseries and Kindergartens" (No.35 of Weifu Shefa [2012]) stipulates that:
Responsibilities of maternal and child health department:
(a) with the administrative department of health, formulate and organize the implementation of the health care work plan and annual plan of nurseries and kindergartens within their respective jurisdictions, formulate detailed rules for the implementation of the health care work assessment of nurseries and kindergartens within their respective jurisdictions, and establish and improve the quality control system and assessment system.
(2) According to the Measures for the Administration of Health Care in Nurseries and Kindergartens, the maternal and child health care institutions designated by the administrative department of health shall conduct health evaluation on newly established nurseries and kindergartens before they enter the park, and issue a health evaluation report.
(3) Entrusted by the administrative department of health, the maternal and child health care institutions conduct a 1 comprehensive assessment of the health care work of qualified kindergartens (institutes) every three years, and report the results to the administrative department of health.
(4) Maternal and child health care institutions at or above the prefecture level shall be responsible for the pre-job training and assessment of local kindergarten health care personnel, and those who pass the training shall be issued with training certificates. Maternal and child health care institutions at or above the county level shall organize at least 1 business training or on-site observation activities on relevant knowledge every year.
(five) maternal and child health care institutions regularly give professional guidance to the health care work of nurseries and kindergartens within their respective jurisdictions. The contents include daily life arrangement, children's diet, physical exercise, health examination, sanitation and disinfection, disease prevention, injury prevention, psychological and behavioral health care, health education, health information management, etc.
(six) to assist the food and drug supervision and management, health supervision and disease prevention and control departments within their respective jurisdictions to carry out publicity and education on food safety and the prevention and control of infectious diseases.
(seven) to provide relevant professional technical guidance and training to the medical and health institutions that undertake the health examination services for children and staff in nurseries and kindergartens within their respective jurisdictions.
(eight) responsible for regularly organizing health care work conferences in nurseries and kindergartens within their respective jurisdictions, exchanging experiences and learning health care knowledge and skills. Collect information, master the health care situation of kindergartens in the jurisdiction, and provide relevant basis for the decision-making of health administrative departments.
Three. Health assessment process
(1) Newly established child-care institutions shall be designed and constructed in accordance with the health evaluation standards in the Health Care Standards for Nurseries and Kindergartens, and submit an application for health evaluation of child-care institutions to the medical and health institutions designated by the health administrative department of the local people's government at or above the county level before entering school.
(2) The medical and health institutions designated by the health administrative department of the local people's government at or above the county level shall be responsible for organizing professionals to conduct health assessment of the child care institutions that have submitted applications within 20 working days in accordance with the requirements of the Pre-kindergarten Health Assessment Form for Newly Established Child Care Institutions. According to the inspection results, the Health Evaluation Report of Nursery Institutions was issued.
(three) where the health assessment is "qualified", you can apply to the education department for registration; Where the health assessment is "unqualified", the child care institutions can re-apply for evaluation after rectification.
Four. Health assessment standard
(1) Environmental sanitation.
1. The overall layout of buildings, outdoor venues, green spaces and sundries stacking areas in the park (institute) is reasonable, and the functional divisions are clear.
2. The outdoor activity floor should be smooth, non-slip, barrier-free and without sharp protrusions.
3. The safety of sports equipment conforms to the relevant provisions of the state. It is forbidden to plant poisonous spiny plants in parks (institutes).
4. The test results of formaldehyde, benzene and benzene series in indoor environment meet the national requirements.
5. The indoor air is fresh, the light is bright, and facilities for preventing mosquitoes, flies and other harmful insects are installed.
6. Each class has its own bathroom and bathroom. Every toilet has a sewage pool, and the bathroom has a washbasin.
7. There is a running water hand washing device in the bathroom, and the number and spacing of faucets are set reasonably.
(2) personal hygiene.
1. Ensure that each child has 1 towel and 1 cup every day, with corresponding disinfection facilities. Boarding children each have special toiletries.
2. Each class should have special children's water cup holders, drinking facilities and towel holders, with clear signs and reasonable towel spacing.
Children have their own safe and sanitary beds and bedding.
(3) canteen hygiene.
1. The canteen shall be built in accordance with the standards for the examination of catering service licenses and obtain catering service licenses.
2. The park (institute) should be equipped with a centralized cleaning and disinfection room for regional tableware, with cleaning and storage facilities after disinfection. A special refrigerator for food samples should be provided and managed by a special person.
3. Proportion of cooks to children: The number of child care institutions providing three meals a day should reach 1:50, and the ratio of providing two meals or two meals a day should reach 1:80.
(four) the establishment of the clinic or infirmary.
1. according to the requirements of the measures for the administration of health care in nurseries and kindergartens, a health care room or clinic was established. Clinics should have the Practice License of Medical Institutions.
2. The clinic area is not less than 12 square meters, and it is equipped with facilities such as children's observation beds, tables and chairs, medicine cabinets, data cabinets, tap water or substitute tap water.
3. The clinic should be equipped with children's lever weighing scale, height meter (for children over 2 years old), measuring bed (for children under 2 years old), international standard eye chart or standard logarithmic eye chart light box, soft ruler for measuring body circumference and other equipment, as well as disinfection tongue depressor, thermometer, flashlight and other morning inspection supplies.
4. The clinic should be equipped with disinfectants, ultraviolet disinfection lamps or other air disinfection devices.
(5) Health care personnel.
1. The legal representative or person in charge of the children's health care institution is the first person in charge of the health care work of this institution.

According to the ratio of 150 children with at least 1 full-time health care personnel, health care personnel can be provided, and those who take care of 150 children can be provided with part-time health care personnel.
3. Health care personnel shall receive health care professional knowledge training organized by local maternal and child health care institutions, and only after passing the examination can they take up their posts.
(6) employee health examination.
1. Before taking up their posts, the staff of nurseries and kindergartens shall be inspected by the medical and health institutions designated by the health administrative department at or above the county level and obtain the Health Certificate for Nurseries and Kindergartens.
2. Cooking personnel must obtain the health certificate of food practitioners before taking up their posts.
(7) Health care system.
Nursery institutions should establish and improve the health care system according to the actual situation, and it is operable. The health care system includes daily living arrangement, diet management, physical exercise, sanitation and disinfection, admission to the park (institute) and regular health examination, prevention and control of infectious diseases, prevention and management of common diseases, injury prevention, health education and health care information collection.
