The road transportation of radioactive articles referred to in these regulations means the operational process of using special vehicles to transport radioactive articles by road. A class of radioactive substances, refers to Class I radioactive sources, high-level radioactive waste, spent fuel and other radioactive substances released into the environment to human health and the environment have a significant impact on radiation.

The specific classification and directory of radioactive substances, in accordance with the State Council nuclear safety regulatory authorities in conjunction with the State Council public security, health, customs, transportation, railroads, civil aviation, nuclear industry industry authorities to develop a specific classification and directory of radioactive substances. The competent department of transportation of the local people's government at or above the county level is responsible for organizing and leading the management of road transport of radioactive substances in the administrative region.
Road transport authorities at or above the county level is responsible for the specific implementation of the administrative area of radioactive substances road transport management. Chapter II Transportation Qualification License Article 7 The application to engage in the operation of road transport of radioactive substances, shall have the following conditions:
(a) meet the requirements of the special vehicles and equipment.
1. Specialized vehicle requirements.

(d) Having drivers, special vehicles, equipment and safety production management systems that meet the conditions stipulated in Article 7, provided that the special vehicles have the following conditions. management system, but the number of specialized vehicles can be less than five. Article 9 The State encourages units that produce, sell, use or dispose of radioactive substances with strong technical force and good equipment and transportation conditions to apply for non-operational road transportation of radioactive substances in accordance with the conditions stipulated in Article 8. Article 10 Enterprises applying to engage in the operation of road transport of radioactive articles shall apply to the municipal road transport management agency in the district where they are located and submit the following materials:
(1) Application Form for the Operation of Road Transportation of Radioactive Articles, including the applicant's basic information, the scope of the radioactive articles to be applied for transportation (category or name) and other content;
(2) enterprise The person in charge of identification and a copy of the identity of the person in charge and a copy of the identity of the person in charge and a power of attorney;
(c) proof of special vehicles, equipment, including:
