First, make inquiry information as public as possible. The inquiry team should determine at least three suppliers from the list of qualified suppliers according to the purchase demand, and the number of inquiry objects should not only meet the requirements of three suppliers, so as to enable more qualified suppliers to participate in the inquiry activities, thus increasing the intensity of inquiry competition. Carry out online inquiry, fax quotation, telephone inquiry and other inquiry methods, so that suppliers who are too far away to come to the site can also participate in the inquiry.

Third, suppliers who respond substantively should not stick to "three or more". According to the provisions of the Government Procurement Law, as long as there are more than three suppliers who send an inquiry invitation, there is no need for the number of suppliers who come to participate and make substantive responses to the inquiry documents to be artificially three, at least two. Because the items purchased by inquiry are generally small, big-name suppliers are often not interested. If it is necessary to reach three, the inquiry is likely to be deadlocked. It is important to form competition, not haggle over the number of suppliers.

Fourth, ordering is not allowed. Designated brand inquiry is the biggest drawback in inquiry procurement, which leads to a series of chain reactions such as manipulating market prices and supply. In the inquiry procurement, determining the project, configuration, quality, service and brand will really introduce brand competition, severely crack down on the behavior of accompanying inquiry and colluding with bidding, make "puppets" and "uninvited guests" disappear from the inquiry procurement activities, and let buyers really enjoy the good things with high quality and low price brought by government procurement. Fifth, suppliers are not simply selected by price.
