Article 3 The general military and civilian equipment mentioned in these Measures (hereinafter referred to as equipment) refers to the means of transportation, general engineering machinery, communication equipment, pharmaceutical equipment, equipment and facilities needed by militia and reserve forces for fighting, training, drills, emergency rescue and disaster relief, and emergency response. Article 4 The municipal, district and county national defense mobilization committees shall be responsible for organizing, guiding and coordinating the equipment requisition of militia and reserve forces. Article 5 Equipment owned by state organs, organizations, enterprises, institutions and individuals belongs to the scope of expropriation, and no unit or individual may refuse or evade expropriation.
