No unit or individual may occupy, damage or dismantle or transfer environmental sanitation facilities without authorization. If it is necessary to dismantle or relocate due to construction needs, the construction unit shall put forward a demolition plan in advance and report it to the competent administrative department of city appearance and environmental sanitation of the people's government of the city for approval, and be responsible for reconstruction according to the principle of building first and then dismantling, or compensate according to the cost of environmental sanitation facilities, and the competent administrative department of city appearance and environmental sanitation of the people's government shall arrange reconstruction.
