(1) Ningbo harbor area waters, namely: Lingqiao, below Xinjiang Bridge, south of the line connecting Crabpo Mountain (Pavilion) and Taiping Mountain Lighthouse, and west of the line connecting Gongshan Mountain at the southeastern end of Jintang Island and TuNiZui Light Pile. The line connecting the light pile at the head of the northern diversion embankment of the mouth of the Yongjiang River and the light pile at the Changjumping beak is the demarcation line between the inner and outer harbor areas, with the inner harbor area to the west of the line and the outer harbor area to the east of the line.
(ii) The coastal waters of Daxie Island.
(3) Shrimp Chimen Channel and related anchorage waters.
Epchimen Channel refers to the navigable waters between the light pile of Taohuadao Island and the line of the radar station of Epchimen, up to the light pile of Slippery Net Heavy Island and the line of Point Light Hill.
(4) The waters of the sea area under the jurisdiction of the competent authorities authorized by the Ministry of Transportation and Communications. Article 3 the inner harbor area waters and shrimp Chi Men channel is a narrow waterway. Article 4 All ships, facilities and their owners, operators, agents, crews, facility personnel and other relevant units and individuals navigating, berthing and operating in the waters mentioned in Article 2 of these provisions must comply with these provisions. Article 5 The People's Republic of China *** and the State Ningbo Port Supervision (Ningbo Maritime Safety Supervision Bureau of the Ministry of Transportation and Communications) is based on the provisions of the implementation of unified supervision and management of the competent authorities. Chapter II Management of Ships and Crews Article 6 Ships must be registered in accordance with the provisions of the Regulations of the People's Republic of China on Registration of Ships and have the relevant certificates. Article 7 The ship and the equipment on board related to navigation and operational safety must have a valid technical certificate issued by the ship inspection department. Article 8 A ship must have a certificate of passenger quota issued by the ship inspection department before it can carry passengers, and shall not exceed the quota. Unauthorized ships shall not take passengers without authorization.
Passenger ferries shall adopt the prescribed special signaling signs. Article IX ships shall be in accordance with the standard quota with a full complement of qualified crew. Facilities should be in accordance with national regulations to master collision avoidance, signaling, communications, firefighting, life-saving and other professional skills. Article 10 the captain, chief engineers, pilots, engineers, radio operators, operators, must hold a qualified and valid certificate of competency.
The crew must hold the "crew service book" and the corresponding professional and technical training certificate and special training certificate. Article XI engaged in the operation of individual or joint family ships, must be qualified by the ship inspection department, holding a valid crew certificate and ship's license, and in accordance with the provisions of the various insurance procedures. Chapter III Entry and Exit of Ships Article 12 Ships on international voyages shall, in accordance with the relevant provisions of the state, go through the procedures of declaration of entry and exit from the port by the ship owner or his agent in the port and be inspected, and may enter and exit the port only after permission is granted. Article 13 When a ship of foreign nationality enters or leaves a port, passes through the Shrimp Gate Channel and sails or moves to a berth in a port, it must be guided by a pilot of the corresponding class approved by the competent authority. Article 14 Chinese ships sailing domestic routes must apply for import and export visas when entering or leaving the harbor. Article XV ships and facilities using very high frequency radio phone (hereinafter referred to as VHF), must comply with the call discipline.
Ships entering or leaving the port or in the harbor navigation move or anchorage in the outer harbor area, must be in the VHF channel 6 (156.300MHZ) to keep watch, to the competent authorities of the navigation console to report the ship's dynamic. Article 16 A ship shall, in accordance with the provisions of the Chinese People's Republic of China, correctly fly the flag of the People's Republic of China. Foreign ships entering the ports of China, should also be in accordance with the provisions of the Chinese People's *** and the national flag. Article 17 When a motorized ship enters or leaves a port or moves within a port, it shall promptly display the number flag, light and type as stipulated in the Ministry of Transportation's "Provisions on Signals in Coastal Ports". motorized ships of more than 200 gross tons shall also fly the flag of the ship's name when entering or leaving a port or moving within a port. Article 18 A ship shall not use radio transmitter in the harbor, but it can be used temporarily in case of distress or other accidents. Afterwards, it shall report to the competent authority in time.
Ships can use VHF Channel 13 (156.650MHZ) to communicate with the competent authorities. Article 19 The competent authority has the right to prohibit a ship from leaving port if it has any of the following conditions:
(1) violates the relevant laws, regulations or rules of the People's Republic of China;
(2) is in a state of unseaworthiness or unsuitable for towing;
(3) has been involved in a traffic accident, and the formalities have not yet been cleared;
(4) fails to deliver the charges due to it to the competent authority or the relevant departments, and fails to provide appropriate services. (d) Failure to deliver to the competent authorities or the relevant departments of the costs to be borne, and failed to provide appropriate security;
(e) The competent authority that there are other obstacles or may be detrimental to the safety of maritime traffic. Chapter IV Management of Water Traffic Order Article 20 Unless otherwise provided by laws, regulations and these provisions, ships navigating within the harbor shall comply with the international rules for avoiding collisions at sea. Article 21 When a motorized ship navigates in the harbor, it shall navigate on the right side of the waters permitted for navigation as indicated by the navigational signs. Where safe and practicable, they shall try to navigate by the outer edge of the fairway. In case of special circumstances that require passing on the starboard side of an incoming vessel, the vessel shall first sound the sound horn or talk on VHF and obtain the consent of the incoming vessel before taking action.
Motorized vessels of less than 200 gross tons shall take the initiative to give way to the deep water channel when navigating in the inner harbor area.
Non-motorized vessels should keep to the side and pay attention to the signals of nearby motorized vessels; at night, one white ring light must be displayed in an easily visible place.
