Chapter I General Provisions

Article 5 The steering committees for the construction of spiritual civilization at or above the county level shall coordinate and promote the promotion of civilized behavior in their administrative areas.

Chapter II Code of Conduct

Article 9 Citizens shall abide by the following provisions:

Chapter IV Supervision and Management

Article 34 The Steering Committee for the Construction of Spiritual Civilization, in carrying out activities for the selection and commendation of advanced models for the construction of spiritual civilization, shall take the performance of civilized behavior as a condition for selection and recommendation.

Article 37 The public security organs shall, in the course of combating crimes, carrying out public security prevention and resolving conflicts and disputes in accordance with the law, strengthen education on the rule of law and moral education, and maintain social harmony and stability.

Article 38 The competent authorities in charge of transportation shall strengthen the supervision and management of the subway, public ****cars, cabs and other public ****transportation operators, and urge them to carry out the professional ethics education of the practitioners, and to improve the level of civilized service.

Chapter V Legal Responsibility

Article 45 If any of the following acts are committed by a state employee who has the responsibility for the promotion of civilized behavior, the competent higher authority or supervisory organ shall order correction and notify and criticize the employee; if the circumstances are serious, the directly responsible officer in charge and other directly responsible officers shall be given sanctions according to law:

(1) Failure to accept complaints in a timely manner according to law or Not timely investigation and handling of complaints, in violation of the provisions of the disclosure of the identity of the complainant, the informant;

Article 46 Violation of the provisions of Article 10, paragraph 8 of these Regulations, smoking in no-smoking places (areas), the corresponding administrative department shall order rectification, and impose a fine of not less than fifty yuan and not more than two hundred yuan.

Article 47 Violation of the provisions of Article 11 (1) and (2) of these Regulations, spitting, defecation, destruction of public toilets, littering peelings, confetti, plastic bags, chewing gum, cigarette butts and other wastes, in addition to ordering the corresponding administrative department to rectify the illegal behavior, to take remedial measures, and may also be issued a warning, a fine of not less than fifty yuan and not more than two hundred yuan.

In violation of the provisions of the fourth paragraph of Article 11 of these Regulations, writing, carving, spraying, pasting on buildings, structures, floors and other public **** facilities, the corresponding administrative department, in addition to ordering them to rectify the illegal behavior, to take remedial measures, and may also impose a warning, a fine of not less than fifty yuan and not more than five hundred yuan.

If a person violates the provisions of Item 5 of Article 11 of these Regulations by barbecuing in the open air during the prohibited hours and areas, he shall be ordered by the corresponding administrative department to make corrections, confiscate the barbecuing tools and the illegal proceeds, and shall be fined not less than five hundred yuan and not more than twenty thousand yuan.

Violation of the provisions of the first paragraph of Article 11 of these Regulations, the destruction of public toilet facilities; violation of the provisions of the third paragraph, do not follow the provisions of the classification of garbage; violation of the provisions of the fifth paragraph, the damage to the public **** environmental sanitation facilities, plants and trees; violation of the provisions of the sixth paragraph, fireworks; violation of the provisions of the seventh paragraph, do not comply with the provisions of the relevant provisions of the rearing of livestock and poultry, the corresponding administrative department shall, in accordance with relevant laws and regulations, be punished. Article 48 Violation of the provisions of Article 20 of these Regulations, carrying dogs out into the prohibited areas, not in accordance with the provisions of the use of dog leashes, not clean up dog feces in a timely manner, by the appropriate administrative department ordered to make corrections, and refused to make corrections, shall be sentenced to a fine of more than fifty yuan two hundred yuan. Failure to listen to dissuasion, carrying pets forced into hotels, restaurants and other public **** places, shall be fined not less than one hundred yuan and not more than five hundred yuan.

Article 49 Violation of these regulations of other acts, laws and regulations have been punished in accordance with its provisions.

Chapter VI Supplementary Provisions

Article 50 These Regulations shall come into force on June 1, 2020 .
