Development and reform departments are responsible for the industry management of heat source units, cogeneration, heat source point project planning and project, heating cost supervision and coordination of centralized heat supply energy supply.

Natural resources and planning departments are responsible for centralized heating-related land and planning approval and other management work, in strict accordance with the relevant technical specifications, in accordance with the law to investigate and deal with irregularities in the construction of heating facilities within the scope of the security protection.

Market supervision and management departments are responsible for heating facilities, boilers, pressure vessels, pressure piping (components) and other special equipment installation, transformation, maintenance, supervision and management of the use of links (except for the use of public pipelines management) and heating price supervision and inspection. In accordance with the law to investigate and deal with heating activities in violation of quality, measurement and other laws and regulations.

The public security organs are responsible for investigating and dealing with the destruction of heat supply facilities, theft of heat and other criminal acts; according to law to combat the threat of violence, obstruction of state organs in the performance of their official duties. In the centralized heating network coverage area, heat users should give priority to the use of centralized heating, the original scattered small and medium-sized coal-fired heating facilities should be dismantled.

Outside the centralized heating coverage area, to encourage the use of thermal storage electric boilers, gas boilers, electric heating film, heat pumps and other clean energy ways to heat.
