Chapter I General Provisions
Article 1 In order to implement the provincial party committee, the provincial government, the Provincial Department of Health, the Provincial Administration of Civil Organizations on the role of industry associations to play the role of the industry, and gradually form the spirit of the effective mechanism of industry self-regulation, to strengthen the industry's self-discipline and management, to provide the community with integrity services, improve my social credibility, and contribute to the construction of a harmonious Guangdong, hereby formulate the norms.
Second, the Guangdong Provincial Hospital Association (hereinafter referred to as the Association) self-regulatory norms refers to the Association's leadership, the offices, the second level of the branch, the Guangdong Modern Hospital Management Institute, Guangdong "Modern Hospital" magazine, Guangdong Modern Hospital Management Consultants, members of the Association in the management of hospitals and hospital management of the academic activities of the industry norms that should be followed.
Article 3 The association has the right to inspect, supervise and investigate the subordinate organizations and members to comply with the professional ethics and industry norms, etc., and the subordinate organizations and members shall cooperate and consciously implement.
Chapter II Basic Guidelines
Article 4 The association shall adhere to the law, consciously abide by the relevant national health care laws and regulations, and be a law-learning, law-aware, law-understanding, law-abiding hospital management organizations.
Article 5 The association shall carry out its activities in strict accordance with the approved statutes, and consciously accept the management and supervision of the relevant government departments.
Article 6 The association shall abide by the purpose of the association's constitution, adhere to the majority of hospital services, hospital management workers for the majority of services, for the government and health administrative departments to provide staff services for decision-making, and contribute to the development of the cause of hospital management.
Article VII of the Association shall adhere to the people-oriented, strengthen self-discipline, according to law, and strive to create a harmonious relationship between doctors and patients, beneficial to the construction and development of hospitals, and contribute to the construction of ethical practices.
Article VIII of the Association shall establish diligence and honesty, abide by social morality and ethics, consciously resist unethical practices in the industry, and persist in opposing behaviors contrary to medical ethics, professional morality and the interests of the public, and to do practical things for the hospital to achieve tangible results.
Article IX of the Association's unit members should effectively implement the relevant professional norms, industry self-discipline norms, and respond positively to the Eighth National Senior Seminar for Directors of Large Hospitals on the "actively promote the activities of the Hospital Management Year, to solve the people's difficulties in access to medical care, the plague of expensive, and contribute to the creation of a harmonious doctor-patient relationship, harmonious hospitals, and a harmonious society initiatives and the National Private Hospital Integrity and Self-discipline Code". Initiative to strengthen self-discipline and be an honest hospital.
Article X individual members of the Association shall abide by the hospital work and professional ethics formulated by their units, self-discipline norms, self-discipline in the medical, scientific research work and various social activities in the behavior, practicing medicine in accordance with the law.
Article 11 The organizations affiliated with the Association shall carry out their activities in accordance with the approved scope of business, and shall not violate the regulations and policies of the relevant industries and comply with the corresponding technical specifications.
Article XII of the Association shall enthusiastically participate in social welfare activities.
Chapter III Work self-discipline
Article XIII of the Association shall adhere to the scientific concept of development, constantly updating management concepts, innovative management techniques, tracking the new trends of advanced hospital management at home and abroad, and organizing academic research on management to improve the level of hospital management.
Article XIV of the Association shall conscientiously implement the "blossoming of a hundred flowers, a hundred schools of thought" policy, the development of academic democracy, respect for different opinions in the academic field, equal discussion, fair competition, and seek *** knowledge.
Article XV of the Association shall actively carry out international and domestic cooperation and exchanges, promote advanced management experience, and promote the improvement of hospital management.
Article XVI members should actively participate in the Association organized by the continuing education, the application of the promotion of hospital management of new technologies, new methods and other academic exchanges to improve the academic level of management.
Article XVII of the Association and its affiliates should establish the concept of integrity services, open the purpose of the Association, business scope, service content, service responsibilities, fees and standards, and adhere to the integrity of service.
Article 18 The association insists on the scientific attitude of seeking truth from facts, opposes the wind of academic fickleness and pomposity, resists academic corruption and irregularities, and opposes falsification.
Article 19 It is strictly prohibited to use the name of the association to participate in the pursuit of improper interests, oppose and resist the use of the media to speculate on false scientific research results, do not organize the so-called "results appraisal" or to provide support and facilities in disguise.
Article 20 The association shall set an example by not utilizing its own influence to privately participate in the marketing and promotional activities of manufacturers and companies.
Article 21 In participating in various activities of recommendation, assessment, appraisal and prize evaluation, the association shall, in a socially responsible attitude, adhere to the principles of fairness and impartiality, truthfully reflect its level, and resolutely resist the behavior of falsification.
Article 22 of the Association's various training courses, study classes, should be based on practical needs, not indiscriminately run classes, not indiscriminate fees, not for the purpose of profit-making, and legal access to labor income.
Article 23 The association shall go deep into the grassroots, investigation and research, and strengthen guidance. Organize non-profit learning classes to support the survival and development of hospitals and health centers in poor areas.
Article 24 organizes urban hospitals to support the construction and development of hospitals in impoverished areas with their unused medical equipment.
Article 25 The association shall establish a sound financial system and financial discipline, shall not be misappropriated, privatized, misappropriation of business charges.
Chapter 4: Rewards and Punishments
Article 26 In case of disputes among members, affiliated organizations, and secondary chapters on matters related to hospital management, the disputing parties shall resolve the disputes through consultation based on the principle of unity and mutual understanding, or the association may mediate to maintain the unity of the association.
Article 27 In case of violation of this code by the members of the association and their affiliates, any member unit shall have the right to report to the association in a timely manner and request the association to organize an investigation, or the executive body of the association may directly conduct an investigation and publish the results of the investigation.
Article 28 The members and affiliates of the Association who violate these norms shall have the right to be reflected to the relevant departments in accordance with the relevant provisions of the Articles of Association, and shall be given sanctions such as criticism and education, warning, internal notification, or even disqualification from membership according to the seriousness of the situation, and those who violate the law shall be punished by the judicial organs.
Article 29 The Association will recognize or reward members and their affiliates for one of the following situations;
(1) making greater contributions to hospital management;
(2) making breakthroughs in hospital management research and achieving remarkable results;
(3) actively participating in medical poverty alleviation and social welfare activities, and contributing to outstanding achievements within the province;
(4) actively participating in medical and social welfare activities, and making significant contributions to hospital management;
(5) actively participating in medical and social welfare activities. Outstanding;
(4) Being awarded honorary titles by the Party committees, government departments above the provincial or municipal level or other organs of the state and associations of workers, youth, women, etc.
(5) Actively participating in the management of the association's industry and putting forward proposals for the acceptance of the relevant departments which have been proved to be feasible in practice and have achieved significant results;
(6) Having high ethical values with outstanding achievements;
(7) The State Council's National Committee for the Promotion of Medical and Health Sciences has made an important contribution in the management of hospitals and has achieved remarkable results in this area.

Chapter V Self-disciplinary Norms for Organization
Article 30 The Association is responsible for organizing and implementing these norms, for conveying self-disciplinary information to members and affiliated institutions, reflecting the wishes and requirements of members and affiliated institutions to the competent authorities, and safeguarding the legitimate rights and interests of members and affiliated institutions.
Article 31 The members and affiliated organizations have the right to supervise the legality and fairness of the implementation of the Code by the executive body of the Code, and have the right to report to the competent department of the executive body the violation of the Code by the executive body of the Code or its staff.
Chapter 6 Supplementary Provisions
Article 32 The Guangdong Provincial Hospital Association shall be responsible for the interpretation of this Code.
Article 33 This Code shall be implemented from the date of adoption by the Council of the Association.
