Article 4 The classification of domestic garbage follows the principles of government promotion, universal participation, urban and rural integration, and adaptation to local conditions. Article 5 The people's governments of cities and counties (autonomous counties) are responsible for the unified leadership of the management of the classification of domestic garbage in their administrative areas, and the people's governments and street offices of towns and counties are responsible for the management of the classification of domestic garbage under their jurisdiction. Article 6 The department in charge of urban management is responsible for the classification and management of living garbage.
The ecological environment department is responsible for supervising and guiding the collection, transportation and disposal of hazardous waste.
The education department is responsible for organizing and supervising and guiding the work of classification of household garbage in schools, kindergartens and other educational institutions; carrying out the publicity and promotion of the collection and promotion of the classification of household garbage in campuses; and organizing the preparation of textbooks and reading materials on the knowledge of classification of household garbage for students.
The commerce department is responsible for guiding the recycling management of recyclables; improving the construction of the recycling system of renewable resources.
Planning and natural resources departments are responsible for implementing land security for domestic waste classification, collection and disposal facilities.
Housing and urban-rural construction departments are responsible for guiding property service enterprises to do a good job of classifying domestic waste in accordance with the division of responsibilities.
Development and reform, finance, institutional affairs and other departments in accordance with the division of responsibilities to do a good job related to the management of living garbage classification. Article 7 the city, county (autonomous county) people's government shall classify the management of living garbage into the national economy and social development plan, the necessary funds into the financial budget at this level. Article 8 The people's governments of districts and counties (autonomous counties) shall adopt economic and technical policies and measures conducive to the comprehensive utilization of household garbage, and improve the scientific and technological level of household garbage management.
Encourage social capital to participate in the classification of domestic waste collection, transportation and disposal. Article 9 city, district and county (autonomous county) people's governments shall strengthen the classification of household garbage publicity, enhance public awareness of household garbage reduction and classification. Schools, kindergartens and other educational institutions shall incorporate the classification of household garbage into their educational content. Radio, television, newspapers, networks and other news media should be in the prime time or notable pages to carry out the popularization of knowledge of living garbage classification of public welfare propaganda. Article 10 The city's environmental health, renewable resources, property management, catering, hotels and other related industry associations should be the source of domestic waste reduction, classification work into the industry's self-regulatory norms, guide and supervise the member units to carry out the classification of domestic waste. Article 11 The people's governments of the city and districts and counties (autonomous counties) shall give commendations and rewards to the units and individuals with remarkable achievements in the work of classification of domestic garbage in accordance with relevant regulations. Chapter II classification and collection of Article 12 of the classification of domestic garbage in accordance with the following categories:
(1) Hazardous waste, including waste batteries (cadmium-nickel batteries, mercuric oxide batteries, lead storage batteries, etc.), waste fluorescent tubes (fluorescent tubes, energy-saving lamps, etc.), waste thermometers, waste sphygmomanometers, waste medicines and their packages, waste paints, solvents and their packages, waste insecticides, disinfectants and their packaging, waste film and waste of packaging, waste film and waste photo paper, etc.;

(4) other garbage, refers to other domestic garbage in addition to the above categories. Article 13 The domestic garbage collection containers shall use the markings and colors prescribed by national standards. Domestic garbage collection containers that have been set up before the implementation of these Measures and do not use the markings and colors stipulated in the national standards shall be transformed and replaced in batches in conjunction with natural renewal.
The municipal urban management department shall formulate standards for the collection of domestic garbage collection containers. Article 14 units and individuals shall comply with the provisions of the national and municipal management of domestic garbage classification, fulfill the obligations of classification and reduction of domestic garbage, put domestic garbage in a classified manner, shall not be dumped, thrown and piled up at will, and have the right to dissuade and report on violations of the management of the classification of domestic garbage. Article 15 The classification of household garbage and collection of the implementation of the management of the responsible person system, the specific responsible person in accordance with the following provisions to determine:
(a) residential district property management, property service enterprises as the responsible person;
(b) organs, enterprises and institutions, social organizations and other units of the unit of responsibility for the unit of the responsible person;
