I. Scope of application of the plan

This plan is applicable to chemical accidents or dangerous situations caused by explosives, compressed gas and liquefied gas, flammable liquids, flammable solids, spontaneous combustion articles, flammable articles when wet, oxidants and organic peroxides, toxic products and corrosive products in our town. , resulting in one-time death 1 person or poisoning1person or direct economic loss of 500,000 yuan or less.

Second, the principle of emergency rescue work

Accident emergency rescue should be based on prevention and follow the principles of unified leadership of the government, division of responsibilities among departments, hierarchical management, self-help for regions and units, and social assistance.

Units with major hazard sources shall be equipped with professional or part-time emergency rescue teams and rescue equipment and facilities, and undertake the rescue, rescue, treatment and disposal work when accidents occur in the hazard sources of this unit; Organize professionals to conduct general survey, identification, evaluation, filing, declaration and registration of hazards, list major hazards and take monitoring measures; Prepare emergency rescue plan for accidents; At the first time of the accident, organize emergency rescue and treatment, and report the accident in time.

Three. Distribution and classification of major hazard sources

The hazards in the town are basically distributed along the roads of countries, provinces and districts such as Fuxia Road, South Shaolin Road, Li Han Avenue, Dongchuan Road and Liyuan Road. Units and residents may have chemical products and coatings manufacturing, refined oil storage and transportation, liquefied petroleum gas filling stations and the production, operation and use of chemicals. Their raw materials, intermediate products and final products all have many great hazards. According to the Regulations on Safety Management of Hazardous Chemicals, major hazard sources refer to units (including places and facilities) that produce, transport, use and store hazardous chemicals, and the quantity of hazardous chemicals is equal to or exceeds the critical quantity. Generally divided into four categories:

Storage areas for flammable, explosive, toxic and active chemicals;

(2) places where inflammable, explosive, highly toxic and active chemicals are produced and operated;

(3) Means of transport for inflammable, explosive, highly toxic and active chemicals;

(four) waste disposal sites for flammable, explosive, toxic and active chemicals.

Town and village stations should make a summary of the basic situation of the source survey of dangerous chemicals according to the situation of the source survey of dangerous chemicals in this town, so as to provide reference for on-site emergency rescue and treatment.

Four, emergency rescue organizations and responsibilities

2. Responsibilities of the Office of the Leading Group: Responsible for the formulation and revision of emergency rescue plans for hazardous chemical accidents; Organize drills of emergency rescue plans for hazardous chemical accidents; Do a good job in preventive measures and emergency rescue preparations for dangerous chemical accidents; Report to the leader of the leading group immediately after receiving the report of the accident or dangerous situation of dangerous chemicals, and notify the relevant member units and personnel to enter the working state immediately.

3. Responsibilities of each member unit:

(1) Town and village station construction: responsible for the daily work of the leading group office, assisting the district environmental protection bureau in emergency monitoring of the accident site, finding out the nature and harmfulness of hazardous chemicals, and doing a good job in the disposal of abandoned hazardous chemicals and harmful substances at the accident site.

(2) Town police station: responsible for organizing security alert, personnel evacuation, victim rescue and public order maintenance in the site and surrounding areas.

(3) Town Cultural Service Center: responsible for cooperating with the Propaganda Department of the District Committee to do a good job in news interview.

(4) Town obligatory fire brigade: responsible for cooperating with the district fire brigade to control and extinguish the fire, control the accident site where flammable, explosive and toxic substances leak, and be responsible for the decontamination after the accident control; Organize search and rescue work for the wounded.

(5) Zhen 'an Office: urge towns and villages, the leading units of special rectification of hazardous chemicals, to set up stations, conduct general surveys of major hazard sources such as hazardous chemicals, and provide detailed information for emergency rescue.

(6) Town Health Center: responsible for organizing medical rescue teams to rescue the victims at the scene of the accident, mobilizing medical equipment, determining medical and health emergency rescue teams and equipment, and filing the details.

(7) Town Transportation Management Station: responsible for contacting the District Transportation Bureau to transport vehicles, ensure the evacuation of personnel and materials, and prevent leakage accidents of dangerous chemicals transport vehicles.

(8) Town Traffic Police Squadron: responsible for traffic control and ensuring the smooth and safe traffic of rescue roads.

(9) Town Economic Development Service Center: cooperate with towns and villages to build stations, carry out the general survey of dangerous chemicals sources in the town, coordinate the supply of emergency relief materials by relevant departments, and help guide enterprises to resume production.

(10) Town Civil Affairs Office and Trade Union Federation: responsible for organizing the reception, appeasement, pension relief, sympathy and settlement of claims of the casualties and their families, quickly launching the emergency rescue mechanism for sudden disasters, and cooperating with the aftermath.

(1 1) Town Finance Office: responsible for ensuring emergency rescue drills and rescue funds for dangerous chemicals.

(12) Armed Police Force 87 10: Organize chemical defense experts and chemical defense forces to participate in on-site rescue according to the requirements of rescue work.

(13) Each village (community) shall be responsible for the investigation, registration and cataloguing of the production, management, storage and use of hazardous chemicals in its area according to the principle of "safe territorial management", and report to the leading group for special rectification of hazardous chemicals safety production in the town. Report hidden dangers in time, and cooperate with the joint action of the leading group for special rectification of hazardous chemicals safety production in the town to do a good job in special rectification.

Five, the establishment and responsibilities of on-site rescue professional group

In order to ensure the timely, effective and smooth development of emergency rescue work, the leading group consists of six groups: hazard control group, on-site alert group, rescue and danger elimination group, medical rescue group, material supply group, aftermath treatment group and emergency rescue office. Its responsibilities and unit composition are as follows:

(1) Hazard Control Team

Responsible for the on-site rescue operation in case of emergency, and control the hazard sources in time. It is composed of accident units and professional team members, and is equipped with special protective articles, appliances and special tools according to the nature of dangerous chemicals.

Generally, those who participate in the control of dangerous sources are composed of professional protection teams and fire brigades. This group of personnel should have a high professional and technical level, and be equipped with professional protection and first aid equipment.

(2) On-site alert group

It consists of the town police station, the transportation management office and the traffic police squadron: the person in charge of the town police station is the team leader.

(4) medical rescue team

The town health center is responsible for the on-site injury identification of the wounded, emergency rescue according to different injuries, on-site disposal and arrangement for the transfer of the wounded. According to the accident level, start the corresponding level of public health emergency rescue team.

(5) Material Supply Section

Responsible for organizing the supply of emergency materials and tools, appliances and treatment drugs, and organizing vehicles to transport emergency materials and personnel. It consists of town economic development service center, town transportation management station, town traffic police squadron and town health center.

(6) after-care team

The town is responsible for the reception, appeasement, sympathy, claims settlement and social stability of accident casualties and their families. It is composed of town civil affairs office, trade union federation, labor security office, party and government office and other departments.

(7) Emergency Rescue Office

The emergency rescue office is located in Zhen 'an office, which is responsible for daily management. Its responsibilities:

1, report to the leader of the leading group immediately after receiving the accident report, and notify all relevant units to rush to the accident site immediately according to the instructions of the leader; Handling emergency rescue affairs;

2, responsible for conveying the instructions of the leader of the leading group to each group;

3. Supervise relevant departments to establish and manage emergency rescue teams and equipment for hazardous chemical accidents, and be responsible for registering rescue equipment of various departments;

4, urge the relevant departments and hazardous chemicals business units to develop emergency rescue plans for hazardous chemicals accidents and regular drills;

5, the relevant departments and hazardous chemicals business units to develop emergency rescue plans for hazardous chemicals accidents for the record;

6. Be responsible for reporting the accident to the emergency rescue office of hazardous chemicals in the jurisdiction and requesting assistance.

7. Complete other tasks assigned by the leading group.

VI. Emergency rescue procedures

Emergency rescue of hazardous chemical accidents generally includes alarm, dispatch of emergency rescue team, implementation of emergency rescue, situation monitoring and evaluation, and after-care treatment.

(a) accident reporting and alarm

When a dangerous chemical accident occurs or may develop into a major dangerous chemical accident, all villages (communities) and relevant departments should immediately report to the office of the town leading group for emergency rescue of dangerous chemical accidents after receiving the report, and the fire accident should also be reported to 1 19. The contents of the report or alarm include: the time and place of the accident, the name of the enterprise, the type and quantity of dangerous chemicals, and the type of accident (fire, explosion).

(2) Start the emergency rescue plan.

The emergency rescue leading group decided to start this plan and appointed the commander-in-chief of the emergency rescue site. The relevant person in charge of the office of the emergency rescue leading group and the relevant member units of the town should quickly rush to the scene of the accident and set up the on-site headquarters at the scene of the accident. The commander in chief is appointed by the leading group. (1) In case of one-time death 1 person (inclusive) or direct economic loss of less than 500,000 yuan, the leader of the leading group or the deputy leader entrusted by him shall lead the personnel of relevant departments to the scene of the accident. The main leaders of the town government or entrusted the leaders in charge, the town security office, the police station, the town voluntary fire brigade, the town health center, the town economic development service center, the town village construction station and the heads of relevant departments of the district to rush to the scene to organize and direct the accident rescue work.

(2) In case of one-time death 1 person or direct economic loss of more than 500,000 yuan, the main leaders of the town government or entrusted the leader of the leading group and the deputy leader of the leading group will lead the main leaders of relevant departments and the main leaders of the village (community) to the scene.

2. After the establishment of the on-site headquarters, it is necessary to immediately understand the on-site situation and the nature of the accident, determine the specific implementation plan of accident emergency rescue according to the types of dangerous chemical accidents, and arrange the tasks of various professional rescue teams.

3. After the professional rescue teams arrive at the scene, they should obey the command of the on-site commander, take necessary personal protection, and carry out disposal and rescue work according to their respective division of labor.

(3) The basic procedures for on-site disposal of hazardous chemicals accidents

1, protection

According to the characteristics of dangerous chemicals involved in the accident site and the designated dangerous areas, the corresponding protection level is determined. All relevant personnel entering the protected area must take corresponding protective measures according to the corresponding protective standards.

(7) Pollution of the site and its surroundings.

4. Be alert

(1) Determine the early warning area according to the inquiry and investigation;

(2) divide the warning zone into severe danger zone, moderate danger zone, mild danger zone and safety zone, and set warning signs, and set isolation zones in the safety zone as appropriate;

(3) Reasonably set up entrances and exits, strictly control personnel, vehicles and materials entering and leaving various areas, and conduct safety inspection and registration one by one.

5, life saving

(1) form a life-saving team and carry life-saving equipment to quickly enter the dangerous area;

(2) Take correct rescue methods to transfer all people in distress to a safe area;

(3) Registration, identification and on-site first aid for the rescued personnel;

(4) Send the seriously injured to the medical emergency department for treatment.

6. Risk control

(1) Use fixed and semi-fixed fire extinguishing facilities such as spray, foam and steam;

(2) Select water source, lay water pipes, set positions and spread them in an orderly way;

(3) Set water curtain or screen-sealed water curtain wall to dilute and degrade the concentration of leakage, or set steam curtain;

(4) Water curtain wall is formed by water mist spraying to prevent leakage from spreading to important targets or hazard sources;

(5) According to the leakage situation at the site, study and formulate a plugging scheme, and implement it in strict accordance with the plugging scheme;

(6) When combustible gas leaks, explosion-proof measures must be taken for all plugging actions to ensure safety;

(7) Close the front valve and cut off the leakage source;

(8) According to the leakage object, for the water-insoluble liquefied gas, a proper amount of water can be injected into the tank to raise the liquid level and form a water cushion to reduce the danger and cooperate with plugging;

(9) Transfer dangerous bottles (cans).

7. Rescue

(1) on-site rescue

8, decontamination

(5) After the emergency rescue, the emergency rescue headquarters office will evaluate the rescue situation, make statistics on the dangerous situation or accident losses, and report the evaluation results to the emergency rescue headquarters. The Zhen 'an Office will organize relevant institutions and personnel to investigate the accident in accordance with relevant state regulations. The village (community) where the accident occurred shall properly handle the aftermath in conjunction with the relevant departments and units of the town and district.

(six) emergency rescue site requirements

2, the vehicle should obey the local public security department or accident unit personnel driving and parking arrangements;

3. At the beginning of the accident, the accident unit or field personnel should actively take self-help measures to prevent the accident from expanding, and assign special personnel to guide commanders and professional teams to enter the accident rescue site.

4. After the expert consultant arrived at the scene, he quickly judged the accident situation, put forward the disposal implementation methods and preventive measures, and after the accident was controlled, he participated in the accident investigation and put forward preventive measures.

5. When rescuing a large number of inflammable and explosive dangerous chemicals, explosion-proof equipment and tools should be used. Emergency workers are not allowed to wear shoes with nails and chemical fiber clothes, and their mobile phones should be turned off.

6, accident pollution area should have obvious warning signs;

7. The material supply team shall ensure the supply, transportation and special equipment of emergency relief materials. Any organization or individual must obey the overall situation of emergency rescue, and may not block or refuse the materials, equipment, personnel and occupied space urgently called in the process of emergency rescue and relief.
