The district landscaping department is responsible for the relevant management of parks within its jurisdiction, and accepts the business guidance of the municipal landscaping department.
Entrusted by the municipal or district landscaping department, the park management agency is responsible for the daily management of the park.
The relevant administrative departments shall, in accordance with the division of responsibilities, do a good job in park management according to law. Article 5 The municipal and district people's governments shall incorporate the park cause into the national economic and social development plan, and the funds needed for the construction, maintenance and management of parks shall be included in the fiscal budget at the corresponding level, and shall be allocated in full and on time to ensure the development of the park cause. Article 6 Natural persons, legal persons and other organizations are encouraged to participate in park construction in various ways. Article 7 The municipal and district people's governments shall commend and reward the units and individuals that have made remarkable achievements in the development of parks. Chapter II Planning and Construction Article 8 The municipal department in charge of landscaping shall, jointly with urban and rural planning and other relevant departments, formulate a special plan for the construction and protection of parks in this city according to the overall urban planning and urban green space system planning, and according to the requirements of citizens to travel 500 meters to see parks and green spaces, and make it public, solicit public opinions and report it to the Municipal People's Government for approval. Ninth park construction should make scientific use of the original topography, landforms, water bodies, vegetation and industrial sites, historical and cultural sites and other natural and human conditions to improve the quality and function of the park.
Encourage the use of wasteland, wasteland, wasteland, landfill and other construction parks. Tenth new construction, renovation and expansion of parks shall conform to the special planning for the construction and protection of parks in this Municipality, and go through the relevant procedures of planning, land use, construction and environmental protection according to law. Eleventh park construction project survey, design, construction and supervision units, should have the corresponding qualifications stipulated by the state, and in accordance with the relevant provisions of the construction project bidding. Twelfth new construction, renovation and expansion of the park planning and design, shall meet the following requirements:
(a) the park design conforms to the design specifications;
(2) The functional orientation of the park conforms to the urban green space system planning;
(three) the proportion of green space, buildings and structures in the park area conforms to the relevant design specifications;
(four) the establishment of infrastructure in the park meets the relevant design standards;
(five) the surrounding area of the park has the traffic distribution conditions suitable for its tourist flow. Thirteenth parks with emergency hedging function shall be equipped with emergency hedging facilities in accordance with the special planning for park construction and protection and relevant regulations. Fourteenth parks, tourist roads, scenic spots and public toilets should be equipped with barrier-free facilities in accordance with the requirements of design specifications. Fifteenth park construction projects are completed and can only be delivered after passing the acceptance. Need to be handed over to the competent department of landscaping, the competent department of landscaping organization acceptance before the transfer.
After the acceptance of the project, the construction unit shall promptly hand over the construction project files to the competent construction department. Chapter III Protection and Management Article 16 The municipal competent department of urban and rural planning shall, jointly with the municipal competent department of landscaping, delimit the scope of park protection.
The height, shape, volume and color of buildings and structures within the protection scope of the park should be in harmony with the park landscape. Article 17 The park land that has been built and reserved in the planning shall be controlled and managed by the urban green line, and no unit or individual shall occupy or lease it without authorization, and shall not use it for other purposes by cooperation, joint venture or other means. Park land that has been occupied or leased should be returned.
The relocation of the park shall not change the nature and service function of the original park green space.
If it is really necessary to occupy the park land due to the adjustment of the overall urban planning, it shall be submitted for approval in accordance with the original examination and approval procedures.
Power supply, heat supply, gas supply, telecommunications, water supply and drainage and other municipal projects really need to temporarily occupy the park construction, it should obtain the consent of the municipal landscaping department in advance, and go through the formalities for temporary land use in accordance with the relevant provisions. Eighteenth approved in the park construction, maintenance facilities and equipment, should be set up in the construction and maintenance site enclosure and safety warning signs, damage to green space and park facilities, should be restored to the original state. Nineteenth power supply, heating, gas supply, telecommunications, water supply and drainage and other infrastructure in the park should be hidden, and the park landscape should not be damaged, and the plant growth and personal safety should not be affected. Do not meet the requirements, should be rebuilt. Twentieth cultural, entertainment and supporting service facilities in the park shall conform to the special planning for the construction and protection of the park, be coordinated with the function, scale and landscape of the park, and be set in the area determined by the planning and meet the requirements of environmental protection.
Recreational facilities shall be used only after passing the acceptance of quality and technical supervision and other relevant departments, and shall be regularly overhauled, maintained and updated.
