People's Republic of China (PRC) Animal Epidemic Prevention Law

Article 31 When an animal epidemic of Class I occurs, the following control and extermination measures shall be taken:

(a) the veterinary administrative department of the local people's government at or above the county level shall immediately send people to the scene, delimit the epidemic spot, epidemic area and threatened area, investigate the epidemic source, and promptly report to the people's government at the same level to block the epidemic area. If the epidemic area involves more than two administrative regions, the people's government at the next higher level in the relevant administrative region shall block the epidemic area, or the people's government at the next higher level in the relevant administrative region shall block the epidemic area. When necessary, the people's government at a higher level may instruct the people's government at a lower level to block the epidemic area.

(2) The local people's governments at or above the county level shall immediately organize relevant departments and units to take compulsory measures such as blockade, isolation, culling, destruction, disinfection, harmless treatment, emergency immunization, etc. to put out the epidemic quickly.

(3) During the blockade period, animals and animal products infected with epidemic disease, suspected infected with epidemic disease and susceptible to epidemic disease are prohibited from flowing out of the epidemic area, susceptible animals from non-epidemic areas are prohibited from entering the epidemic area, and restrictive measures such as disinfection are taken for people, vehicles and related articles entering and leaving the epidemic area according to the needs of fighting animal epidemics.

What are the contents of public health events?

Public health events refer to major infectious diseases, group diseases with unknown causes, major food and occupational poisoning and other events that seriously affect public health.

1. Types of public health events

It mainly includes infectious diseases, mass unexplained diseases, food safety and occupational hazards, animal epidemics and other events that seriously affect public health and life safety.

The national emergency plan shall include the following main contents:

(a) the composition of emergency headquarters and the responsibilities of relevant departments;

(2) Monitoring and early warning of emergencies;

(three) the system of emergency information collection, analysis, reporting and notification;

(four) emergency handling technology and monitoring institutions and their tasks;

(five) emergency classification and emergency treatment work plan;

(six) emergency prevention, on-site control, emergency facilities, equipment, treatment drugs and medical devices, as well as other materials and technology reserves and scheduling;

(seven) the recovery and reconstruction work after the emergency;

(eight) the construction and training of emergency handling professional team.

2. Classification of public health events

According to the nature, harm degree and scope of public health emergencies, public health emergencies are divided into four levels: particularly serious (Grade I), major (Grade II), major (Grade III) and general (Grade IV).
