Economic and trade, construction, water, transportation, education, land, information industry, health, finance and other administrative departments are responsible for the supervision and enforcement of bidding activities of the project bidding system. Article 5 must be bid in accordance with the law of the project, its bidding activities are not subject to regional or departmental restrictions. No unit or individual shall unlawfully restrict or exclude legal persons or other organizations outside the region or system from participating in the bidding, and shall not unlawfully interfere in the bidding and tendering activities in any way. Chapter II Scope of Bidding and Scale Standards Article 6 The following infrastructure and public utility projects that have a bearing on the public **** interests of society and public **** safety must be put out for bidding:
(1) projects of coal, petroleum, natural gas, electric power, and new energy;
(2) projects of railroads, highways, pipelines, water transportation, and other transportation projects;
(3) projects of postal, telecommunication hubs, communications, information network projects;
(4) flood control, irrigation, drainage, water diversion (supply), beach management, soil and water conservation, water conservancy hub projects;
(5) roads, bridges, sewage discharge and treatment, garbage disposal, underground pipelines, public **** parking lot projects;
(6) land development and reorganization, ecological and environmental protection projects;
< p>(vii) water supply, electricity, gas and heat supply projects;(viii) science and technology, education, culture, health, social welfare, sports and tourism projects;
(ix) commercial housing, including affordable housing;
(x) other infrastructure and public utility projects. Article 7 The following projects using state-owned funds for investment, state financing and the use of funds from international organizations and foreign governments, which reach the scale standards stipulated in Article 9 of these Measures, must be put out to tender:
(1) projects using budgetary funds from all levels of the treasury;
(2) projects using the various governmental special construction funds incorporated into the treasury;
(3) projects using the (C) projects using the own funds of state-owned enterprises and institutions, and projects in which investors in state-owned assets actually have control;
(D) projects using funds raised by the issuance of bonds by the state;
(E) projects using funds raised by the state's external borrowings or guarantees;
(F) projects using the state's policy loans;
(G) projects in which the state authorizes the main body of investments to (viii) projects financed by state-licensed investment entities;
(ix) projects financed by loans from international organizations such as the World Bank, Asian Development Bank, etc.
(x) projects financed by loans from foreign governments and their agencies;
(xi) projects financed by assistance from international organizations or foreign governments. Article 8 The following projects for the procurement of goods, services and franchising, which reach the scale standards stipulated in Article 9 of these Measures, must be subject to bidding:
(1) the procurement of goods such as surveying, design, supervision and important equipment and materials in connection with the engineering and construction projects stipulated in Article 6 and Article 7 of these Measures;
(2) the medical equipment of the medical institutions and the governments of the counties and counties or above, Non-profit medical institutions organized by state-owned enterprises and institutions;
(iii) State-funded scientific research projects;
(iv) Selection of the main body of investment in government franchise projects;
(v) Selection of the government investment project formers;
(vi) Granting of the right to use state-owned land by way of bidding;
(vii) Procurement of goods related to roads, water supply, electric power, etc.;

Article 9 The projects within the scope of the provisions of Articles 6, 7 and 8 of these Measures which shall be subject to bidding shall have the following scale standards:
(1) construction with a single estimated contract price of more than 1 million yuan RMB;
(2) land development and consolidation projects valued at more than 500,000 yuan RMB;
(3) services such as surveying, designing, supervising, scientific research, and other services, with the value of a single contract with an estimated value of RMB 500,000 or more;
(iv) procurement of important equipment, materials and other goods with a single contract with an estimated value of RMB 1 million or more;
(v) procurement of medical equipment with a single unit valued at RMB 1 million or more;
(vi) procurement of medical equipment with a single contract with an estimated value lower than the standards stipulated in the preceding five items but with a total investment of 10 million yuan or more;
(vii) the selection of the investment main body of a government franchise project with a total investment of 10 million yuan or more;
(viii) the selection of the right to operate facilities or products monopolized or controlled by the state such as roads, water supply, and electric power, etc., with an annual operating turnover of 10 million yuan or more. Chapter III Tendering and bidding Article 10 The bidder is based on the provisions of these measures to propose a tender project, bidding for legal persons or other organizations.
