At the initial stage, we advocate "volunteers go to the community", through certain organizational mobilization mechanisms, to guide the members of the Youth Federation, young entrepreneurs, doctoral service groups, and the backbone of college students to enter the community to carry out volunteer service activities. Volunteers in the community not only bring volunteer human resources, but also organizational and project resources. In the deepening stage, we advocate that "volunteers come from the community", and through the demonstration and leadership of volunteers in the previous paragraph, we stimulate the endogenous motivation of the community, and call on more community residents to join the ranks of volunteers and participate in volunteer service activities.
