1, different definitions:
(1) The new rural cooperative medical system (hereinafter referred to as the "new rural cooperative medical system") refers to the farmers' medical mutual aid system organized, guided and supported by the government, in which farmers voluntarily participate and individuals, collectives and the government jointly raise funds. It takes the form of individual donations, collective support and government funding to raise funds.
(2) The basic medical insurance for urban residents is an integral part of social medical insurance. A medical insurance system led by the government, with individual (family) contributions as the main contribution, supplemented by appropriate government subsidies, is adopted to provide medical needs for urban residents in accordance with the principle of consistent payment standards and treatment levels.
2. Insurance coverage:
(1) New rural cooperative medical care: Rural residents who have reached the age of 16 (excluding school students) and have not participated in the basic old-age insurance for urban workers can voluntarily participate in the new rural old-age insurance at their domicile.
(2) Basic medical insurance for urban residents: 18-year-old urban residents (including school students and children).
3. Different payment standards:
(1) new rural cooperative medical system: the payment standard is set at 100 yuan per year, which is divided into five grades: 200 yuan, 300 yuan, 400 yuan and 500 yuan. All localities can increase the payment grade according to the actual situation. Insured people choose their own grades to pay, and pay more. The local government subsidizes the payment of the insured, and the subsidy standard is not less than 30 yuan per person per year.
(2) Basic medical insurance for urban residents: the annual funding standard for students and children is 100 yuan. Individuals pay medical insurance premiums in 60 yuan, and the rest in 40 yuan are subsidized by the government. Students and children from severely disabled, low-income families and families with special difficulties do not pay fees, and all medical insurance premiums are subsidized by the government. Urban non-employed adult residents raise funds for 560 yuan every year.
