Laiwu City State Taxation Bureau organ set up nine administrative sections, one directly under the organization, three institutions; the level of the main section level. (1) Office

Development of annual work plan and long-term development planning within the system; dealing with the day-to-day government affairs of the Bureau, drafting and reviewing relevant documents and reports; responsible for the organization of comprehensive meetings, secretarial services, paper and telegraphic processing, documents and archives, documents and printing, letters and visits, confidentiality, research, government information, tax publicity and foreign affairs; responsible for the organization of tax scientific research, academic exchanges and the identification of scientific research results, Selection, promotion and reward work; the development of office rules and regulations; responsible for supervising and overseeing the work; the organization and implementation of integrated administrative management information system; for the National People's Congress recommendations, CPPCC members proposals; to assist the leadership of the Bureau of the work of integrated coordination; undertake other work arranged by the leadership.

(2) Policies and Regulations Section

To carry out investigation, research and publicity and training on relevant policies and regulations; to be responsible for the implementation, establishment and implementation of rules and regulations to regulate tax law enforcement; to be responsible for the investigation of tax information; to be responsible for organizing the supervision and inspection of the implementation of tax laws and regulations; to undertake the day-to-day work of the trial of major tax cases; to be responsible for the tax administrative lawsuits, hearings and compensations. Responsible for the collection and management of value-added tax (VAT), consumption tax, business tax, and other taxes, and tax administration; carrying out the implementation of the transfer tax laws and regulations, and supervising and checking their implementation; formulating the specific implementation methods on the collection and management of the transfer tax; managing the VAT special invoices; responsible for the promotion and management of the VAT anti-counterfeiting tax-control; and responsible for the daily auditing of the VAT, consumption tax, business tax and other taxes; and undertaking other work arranged by the leadership, sales tax and other taxes; responsible for the daily audit and inspection of VAT, consumption tax, sales tax and other taxes.

Responsible for the collection and management of taxes such as enterprise income tax and interest tax on savings deposits, and tax administration; explains and deals with specific issues of the tax types under its charge; is responsible for the formulation of specific implementation methods for the collection and management of income tax; is responsible for organizing the daily checking of enterprise income tax; and is responsible for the management of the financial systems of city commercial banks and credit unions.

Responsible for the implementation of international tax agreements, anti-avoidance of taxes, foreign tax audits, exchange of information, tax supervision of cross-border earnings of our country and foreign residents, and other international tax matters and tax operations; responsible for the management of tax policies on foreign-related enterprise income tax and supervision and inspection of the implementation and daily management; dealing with international tax matters; and undertaking other work arranged by the leadership.

(4) Import and Export Taxation Management Section

Responsible for the implementation of national import and export taxation policies and management methods, daily supervision and inspection; responsible for the examination and approval of tax rebates and exemptions for exported goods and year-end clearing; responsible for the popularization, application and maintenance of the information-based management system of tax rebates and exemptions for exported goods; cooperating with the relevant departments in the organization and implementation of the inspection of anti-avoidance; undertaking other tasks arranged by the leadership.

(5) Collection Management Section

Organizes the implementation of comprehensive tax collection and management laws, regulations and rules and formulates comprehensive tax collection and management systems and methods; is responsible for the management of tax information, such as tax registration; takes the lead in the comprehensive assessment of the quality of collection and management; guides the collection and management of taxes of individual industrial and commercial enterprises and markets; is responsible for the promotion and application of the collection and management software and the tax-control instruments other than those related to the value-added-tax anti-counterfeiting tax-control; and is responsible for the promotion and application of the social security system. It is responsible for the promotion and application of levy control software and tax control instruments other than those related to VAT anti-counterfeit tax control; responsible for social tax coordination and protection and assisting judicial organs in cracking down on illegal activities such as counterfeiting, selling and stealing of general invoices; responsible for the management of tax deferral, tax in doubt, and the write-off of tax in arrears; taking the lead in formulating and organizing and implementing a comprehensive system and methods of tax assessment; responsible for the development and implementation of tax payment services, daily basic management of tax sources, and daily management and inspection and its comprehensive system and methods; responsible for the administrative supervision of tax agents. (6) Planning and Statistics Section

Responsible for tax planning and management, tax accounting, statistics and analysis and summary of information data; responsible for centralized processing of information on taxpayers' tax declarations and accounting work, organizing and checking the entry and refund of taxes; responsible for the investigation and calculation of tax source information, tax analysis and monitoring of key sources of taxes; responsible for the management of tax tickets; undertaking other work arranged by the leadership. (7) Financial Management Section

Responsible for the accounting and management of funds, finances, capital construction, equipment and assets within the system; organizing internal audits and government procurement; responsible for the day-to-day financial management and supervision of the system; and undertaking other work arranged by the leadership.

(8) Personnel Education Section

Study and implementation of personnel management system; responsible for the organization, preparation, appointment and dismissal, assessment, hiring, deployment, exchanges, dismissal, labor and wages, personnel file management, professional and technical positions, and other personnel management; is responsible for the supervision and management of the next level of the leadership team and leading cadres, and the cultivation of candidates for the selection of candidates; is responsible for the system of ideological and political work, spiritual and civilization construction and grass-roots construction; undertake other work arranged by the leadership.

Retired Cadres Management Office (deputy section level, attached to the Personnel Education Section). It is responsible for the management and service of retired cadres in the organization and guides the management and service of retired cadres in the system.

(9) Supervision Office

Responsible for supervising and inspecting the implementation of the Party's and the State's line and policies as well as the relevant laws, regulations and policies by the national tax authorities and staff at all levels within the system; responsible for the Party's disciplinary inspection, administrative supervision and integrity construction within the system; responsible for law-enforcement supervision and corrective action; responsible for the investigation and handling of the petitions and reports by the cadres of the management at this level and cases of violation of laws and disciplines and major cases within the system; responsible for the management and investigation of the leadership of the cadres within the system. Responsible for organizing, guiding, coordinating and supervising tax inspections within the system; responsible for investigating, hearing and executing key tax source enterprises and tax violation cases identified in the annual plan; organizing the implementation of rules and regulations on tax inspections and drawing up specific implementation methods; responsible for accepting and forwarding reports on tax cases; reviewing and re-examining tax inspections of the collecting authorities; responsible for coordinating tax inspections with public security, procuratorial and trial authorities; responsible for coordinating tax inspections with public security, procuratorial and trial authorities; and undertaking other work arranged by the leadership. The Inspection Bureau consists of the Comprehensive Case Selection Section, the Case Trial Section, and the Inspection I, II, III and IV Sections. (1) Information Center

Organizes the construction of information systems for tax management and comprehensive administrative management; implements the information system management system and technical standards; establishes, manages and maintains a comprehensive database of computer networks and tax-related information; participates in the organization of the development of application software and promotion of tax-control instruments, their application and technical training; is responsible for the maintenance, repair and management of computer equipment; undertakes other work as arranged by the leadership. (2) Organization Service Center

Develops rules and regulations on logistics services and administrative affairs within the system and organizes their implementation; is responsible for the organization and management of logistics services within the system; is responsible for comprehensive governance within the system; is responsible for the procurement, safekeeping, distribution and maintenance of office supplies within the system; is responsible for property management, vehicle management, safety and security and health care within the system; undertakes other work as arranged by the leadership. (3) Training Center
