What is the scope of the subsidized interest included?

Central Finance Interest Subsidy Fund Management Measures for Capital Loans, Article 5 provides that, in addition to the provisions of the State Council, the subsidized interest projects, in principle, for the capital loan arrangements for large and medium-sized projects under construction at the central level. Large and medium-sized projects are still divided into standards in accordance with the former State Planning Commission to determine the project approval standards, that is, operating projects with a total investment of more than 50 million yuan (including 50 million yuan), non-operating projects with a total investment of more than 30 million yuan (including 30 million yuan) for large and medium-sized projects. According to the country's industrial policy and economic structure, specifically identified the following industries and projects for financial subsidies:

(A) Agriculture:

1. National commodity grain base construction projects;

3. Oceanic professional fishing boat purchase and construction projects.

1. Fast-growing productive forest base construction project;

(C) water conservancy: cross-regional and cross-basin water conservancy pivot projects (excluding the power plant portion), including:

1. Water conservancy pivot projects directly under the Ministry of Water Resources;

2. South-to-North Water Diversion Water Conservancy Pivot Project;

3. In addition to the first two major water conservancy pivot projects in the western region.

(4) the Ministry of Justice, the Xinjiang Production and Construction Corps under the prison, reeducation-through-labor projects.

(v) national high-tech industrial development zones, Suzhou Industrial Park, Mianyang Science and Technology City infrastructure projects recognized by the Ministry of Science and Technology. Mainly includes:

1. Roads, bridges, tunnels, sewage, domestic waste disposal facilities, power supply, heat, gas, water supply, communication networks and other infrastructure projects in the development zone.

2. Government-owned incubators and public **** technical service support platform construction for small and medium-sized enterprises (SMEs) to start business and independent innovation, as well as public **** infrastructure projects for service outsourcing enterprises to provide place services and technical services. The contents include: physical place construction, software and hardware equipment system acquisition and specialized software development, excluding the part owned and developed by enterprises.

3. Government-owned multi-storey standard factories built uniformly in the development zones for the purpose of intensive land use, resource conservation and service to small and medium-sized enterprises.

4. Other infrastructure projects in the development zone that are in line with the scope of public **** financial support.

(F) military industrial group "three lines" relocation projects.

(vii) Nuclear power projects (giving priority to domestically designed and manufactured reactor types).

(ix) Other projects identified by the State Council as requiring interest rate subsidies and confirmed by the Ministry of Finance.

The above ranking is used as the basis for prioritizing the financial subsidy funds, except for the projects identified by the State Council as requiring interest subsidy.
