Miyun County, Huairou County People's Government and the people's governments of other districts and counties along the Beijing-Miyagi Diversion Canal are responsible for the organization and implementation of these regulations within their respective districts and counties.
The Environmental Protection Bureau of Miyun County and Huairou County and the Environmental Protection Bureaus of other districts and counties along the Beijing-Miyagi Diversion Canal are responsible for supervising and managing the implementation of the Ordinance within their respective districts and counties, and checking the compliance with the Ordinance by the units and individuals within their respective districts and counties.
City planning, planning, construction, water conservancy, public utilities, forestry, public security, health and other management departments, in accordance with their respective responsibilities, responsible for the two reservoirs and a canal water protection and management. Article 14 in the two reservoirs and a canal in the first level of the protection zone prohibits the following acts:
(a) directly or indirectly to the water body discharge of sewage, waste liquids, dumping of garbage, slag and other solid wastes;
(b) in the beach and the shoreline piling up, storage of garbage, slag and other solid wastes;
(c) in the two reservoirs and a canal water swimming, aquatic training, as well as other water sports, recreational activities and launching of boats without the approval of the Municipal Environmental Protection Bureau;
(iv) setting up livestock farms;
(v) washing vehicles, clothes and other utensils, etc., directly in the body of water;
(vi) poisoning fish, frying fish, electrofishing and fishing in non-designated waters;
(vii) administering fish poisons harmful to the human body and high-toxicity and high-residue pesticides;
(viii) camping, picnicking and other tourist activities that pollute the water quality;
(ix) vehicles on the dam without the approval of the Municipal Water Resources Bureau;
(x) violation of the laws and regulations of other acts of pollution of water quality. Article 15 No construction project shall be built in the secondary protection zone of Miyun Reservoir and Huairou Reservoir that discharges sewage directly or indirectly into the water body. Article 16 The construction of chemical industry, papermaking, pharmacy, tanning, printing and dyeing, electroplating, metallurgy and other construction projects that have serious pollution to the water quality shall not be built in the third-level protection area of Miyun Reservoir and Huairou Reservoir. Construction of other projects, must comply with national and municipal regulations on environmental protection management of construction projects. Article XVII in the two reservoirs and a canal protection zone units, shall comply with the following provisions:
(1) comply with the laws and regulations of water protection and management, and accept the environmental protection, water conservancy, planning and other management departments of the supervision and inspection;
(2) the establishment of sound and the implementation of this unit of responsibility for the protection of water;
(3) the original units in the primary protection zone and the second level of the protection zone (C) the original units within the primary protection area and the secondary protection area of the discharge of water pollutants, the implementation of the "Beijing Municipal Water Pollutants Emission Standards" in the first level of standards;
(D) to maintain sewage treatment or other pollution prevention equipment and facilities intact and safe operation, and develop emergency measures to prevent pollution of water sources, and prohibit untreated sewage is discharged directly into the water body. Sewage treatment facilities for overhaul, renovation or renewal needs to be suspended, must be reported 15 days in advance to the region, the county environmental protection management department for review and approval, by the approval and in the adoption of measures to prevent water pollution before proceeding;
(e) when an accident or other sudden event, causing or likely to cause water pollution, should take effective measures to prevent or mitigate the pollution and immediately Report to the local people's government and environmental protection management department.
