Article 1 The Guidelines are formulated to guide and standardize the construction and management of rehabilitation medicine departments in general hospitals, to improve the capacity and level of rehabilitation medical services in general hospitals, and to satisfy the people's growing demand for rehabilitation medical services, in accordance with relevant laws and regulations, such as the Law on Practicing Physicians, the Regulations on the Administration of Healthcare Institutions, and the Nurses' Regulations.
Second, this guide is the basic requirements for comprehensive hospitals to set up the Department of Rehabilitation Medicine and carry out rehabilitation medical services. The Department of Rehabilitation Medicine in general hospitals shall be constructed and managed in accordance with this guide.
Article 3 of the general hospital rehabilitation medicine is under the guidance of the theory of rehabilitation medicine, the application of functional assessment and physical therapy, occupational therapy, speech therapy, psychological rehabilitation, traditional rehabilitation therapy, rehabilitation engineering and other diagnostic and therapeutic techniques of rehabilitation medicine, to provide patients with comprehensive and systematic rehabilitation medicine, specialized diagnostic and treatment services for the clinical departments.
Article IV above the second level (including the second level, the same below) general hospitals should be in accordance with the "basic standards for rehabilitation medicine in general hospitals" independent department to carry out rehabilitation medical services, the department name is unified for rehabilitation medicine. Encourage the conditions of general hospitals to carry out psychological rehabilitation counseling.
Article 5 of the general hospital shall have its functions and tasks appropriate diagnostic and treatment places, professionals, equipment and facilities, as well as the corresponding work system, in order to ensure the effective implementation of rehabilitation medical work.
Article 6 The general hospital shall provide rehabilitation medical services according to the level and function of the hospital, focusing on the acute phase of clinical rehabilitation of diseases and injuries, and establish a teamwork mode of close collaboration with other clinical departments, and select and send rehabilitation physicians and therapists to other clinical departments to provide early and professional rehabilitation medical services, improve the overall treatment effect of the patients, and prepare for the patients' transfer to professional rehabilitation institutions or return to the community and family.
Article 7 The general hospital shall establish a two-way referral relationship with professional rehabilitation institutions or community health service centers to achieve hierarchical medical care and stage-by-stage rehabilitation, so that patients in all stages of the disease can receive appropriate rehabilitation medical services, and improve the efficiency of medical resource utilization.
Article VIII of the general hospital shall take appropriate technology to carry out the following rehabilitation activities:
I. Disease diagnosis and rehabilitation assessment: including diagnosis of injuries and illnesses, limb motor function assessment, activity and participation in the ability to assess the quality of life, movement and gait analysis, balance test, job analysis assessment, speech and swallowing function assessment, cardiorespiratory function assessment, psychometric testing, cognitive perception assessment, electromyography and The patient's cognitive perception, electromyography and clinical neurophysiology are evaluated.
II. Clinical treatment: medical technology and medication implemented by the rehabilitation physician for dysfunction and other clinical problems.
Third, rehabilitation therapy: rehabilitation professional and technical services implemented by rehabilitation therapists, rehabilitation nurses, rehabilitation engineering and other professionals under the organization of rehabilitation physicians. Including:
(a) physical therapy (including exercise therapy and physical factor therapy);
(b) occupational therapy;
(c) speech and swallowing therapy;
(d) cognitive therapy;
(e) traditional rehabilitation therapy;
(f) rehabilitation engineering;
(g) psychological therapy (psychological intervention, music therapy). , music therapy).
Article 9 The general hospital shall encourage the use of traditional Chinese medicine techniques and methods of rehabilitation services.
Article 10: General hospitals shall effectively strengthen the management of the Department of Rehabilitation Medicine in accordance with the requirements of this guideline, and continuously improve the ability of rehabilitation services, ensure medical quality and safety, and meet the needs of patients for rehabilitation services.
Article XI comprehensive hospitals should seriously comply with relevant laws, regulations, standards, diagnosis and treatment guidelines, routines, the establishment and improvement of rehabilitation medical services work system, the development of rehabilitation medical quality control standards, and seriously and effectively organize the implementation of continuous improvement of the quality of rehabilitation medical services.
Article XII of the general hospital shall ensure that the level of rehabilitation professionals and technicians, reasonable structure, a clear division of responsibilities, teamwork features distinctive, scientific and standardized service processes, medical records written in accordance with the requirements of the preservation of information and data integrity.
Article XIII of the general hospital shall scientifically formulate the rehabilitation of medical personnel training objectives and job training programs, and constantly improve the quality and level of rehabilitation medical professionals.
Article XIV of the general hospital shall attach importance to and strengthen the management of medical safety of hospitalized patients, effective control of hospital infections and prevention of complications, to prevent the occurrence of secondary disabilities.
Article XV of the rehabilitation department of general hospitals should reflect the "patient-centered" service purpose, convenient, comfortable, clean and warm. Outpatient clinics, wards and related public places should be implemented in the national barrier-free design standards, medical staff should be good at understanding and empathy for the patient's psychology, service warmth, courtesy, patience, meticulous.
Article XVI of the Department of Rehabilitation Medicine in general hospitals shall achieve the following
indicators:
(a) rehabilitation treatment efficiency ≥ 90%;
(b) the annual technical error rate of ≤ 1%;
(c) the medical record and diagnostic and therapeutic records written rate of ≥ 90%;
(d) the inpatient rehabilitation function evaluation rate >98%;
(E) the average hospitalization day in the rehabilitation medicine department of the tertiary general hospital does not exceed 30 days, and the average hospitalization day in the rehabilitation medicine department of the secondary general hospital does not exceed 40 days.
Article 17 The general hospital shall ensure that all types of rehabilitation equipment is well maintained, checked once every 3 months, and have relevant records, equipment intact rate > 90%.
Article XVIII of the general hospital shall provide uniform, standardized rehabilitation medical services, rehabilitation medicine professionals and rehabilitation medical equipment shall be managed by the rehabilitation medicine department, to avoid waste of resources, to ensure the quality of rehabilitation and patient safety.
Article 19 The provincial health administrative department shall set up provincial rehabilitation medical quality control center, rehabilitation medicine within the jurisdiction of the Department of rehabilitation medicine set up and the quality of rehabilitation medical services for assessment and quality control. General hospitals shall actively cooperate with the health administrative departments and rehabilitation medical quality control center to carry out inspection and quality control work.
Article 20 These guidelines shall be interpreted by the Ministry of Health.
Article 21 This guide shall come into force on the date of publication. The Ministry of Health "general hospital rehabilitation medicine department management norms" (health medical hair [1996] No. 13) is repealed.
